Institute of Standards and Technology (NIST) intends to negotiate on a
sole source basis with International Conference of Building Officials,
Inc.(ICBO), 5360 Workman Mill Road, Whittier, CA 90601 to provide
technical assistance in support of the Saudi Arabia Building Code
Project. The Contractor shall incorporate the amendments to current
versions of the draft Saudi Building Code (SBC) and the Saudi Fire Code
(SFC) approved by the Saudi Arabian Standards Organization's (SASO)
technical committees. These amendments will be incorporated into the
text of the 1997 Uniform Building Code (UBC) and the 1997 Uniform Fire
Code (UFC) as promulgated and published by the International
Conference of Building Officials (ICBO) in order to create the draft of
the first edition of the SBC and SFC. The technical assistance project
shall be conducted in support of the Memorandum of Understanding (MOU)
between NIST and SASO regarding technical cooperation in standards
development and related matters. This project shall be coordinated by
the Contractor with the on-going activities being conducted under the
MOU between NIST and the National Conference of States on Building
Codes and Standards. The SBC and the SFC are being developed, at the
request of the Saudi Arabia Standards Organization (SASO), based on the
1997 Uniform Building Code (UBC) and the 1997 Uniform Fire Code (UFC).
This is a sole source because both of these base documents are
copyright protected by the ICBO. The ICBO Technical Staff has been
working in accordance with the NIST/SASO MOU on a cooperative effort to
develop the SBC and the SFC. The ICBO Technical Staff has met with the
technical team working in the Kingdom of Saudi Arabia and is directly
aware of and familiar with the technical changes that must be
integrated to meet the requirements. The period of performance is from
the date of award through September 1, 1999. FOB Destination,

Quotation (RFQ) will be issued to ICBO. The anticipated award date of
the contract is on or around fifteen days from the date of this notice.
