Health and Human Services, Health Resources and Services Administration
(HHS, HRSA) is seeking small disadvantaged business organizations who
have the requisite knowledge and skills to oversee a grants management
process for four Bureaus within HRSA. This notice serves as a request
for informational purposes only. No solicitation document currently
exists for this requirement; therefore, requests for such documents
will be considered an invalid response. The period of performance for
this requirement will be approximately eighteen months from the
effective date of contract award. HRSA posts approximately 6,500 grant
actions per year and awards approximately $3.7 billion annually to
assure access to essential health care services and providers in the
3,500 communities the Agency has determined to be medically undeserved.
A Grants Application Center (GAC) has been operational for
approximately two and one-half years and presently supports the
following services which include: receiving 10,000 requests for
application kits; mailings of 12,000 application kits; providing
assistance to downloading application materials from the Web; receiving
approximately 15,000 competing applications responding to program
announcements, and receiving approximately 3,500 non competing
applications. Interested offerors shall demonstrate their ability in
performing services including, but not limited to the following:
providing customers information relating to government grant programs;
managing the process of program announcements, responding to
requesters for application materials; receiving applications;
duplicating applications for objective review; and electronic tracking
of the application process. Resumes of proposed personnel shall
demonstrate how through experiences, education, and/or training, they
have the experience expertise which relates to overseeing a government
grants management process. Interested organizations should submit a
tailored capability statement and a brief narrative that reflects the
offeror's understanding of the Government's requirement. The offeror
shall demonstrate how through their present past performance they are
capable of performing the necessary tasks required by HRSA. The offeror
shall include a list of present or past projects similar in nature to
HRSA's requirement; a brief summary of the project; and the names and
phone numbers of references to contact. Potential offerors having the
ability to provide these services should submit an original and three
copies of their written response to the attention of Ms. Jan Leahey at
the aforementioned address, citing (RFP) HRSA-250-GAC-JLL. Questions

delivered no later than COB, July 1, 1999. The Standard Industrial
Classification (SIC) code for this requirement is 8742. The Government
anticipates negotiating with, and awarding the resultant contract to
