project includes, but is not limited to, upgrade mechanical systems at
Fairchild South-end. Contractor shall provide all labor, materials,
and equipment necessary to perform the following work: Replace air
handling units (AHU) 1,2,&3 along with associated chilled water and hot
water pumps and motors; resheave AHU fans; configure various duct work;
replace Variable AirVolume terminal units; replace motor control
centers; replace Variable Frequency Dampers. This project includes a
sole source requirement for Notifier Fire Alarm Equipment and Siemens
Controls system Direct Digital Controls. Contract type is firm fixed
priced. The performance period is 115 days for procurement of materials
and 365 days construction time. The estimated construction magnitude is
between $1,000,000.00 and $5,000,000.00. Funds are not presently
available for this project. It is our intent to award this project thru
30 Sep 99 if Fiscal Year (FY) funds become available. Otherwise, the
project will be awarded when FY 2000 funds become available, or a
continuing federal budget resolution is passed by Congress, but no
later than 29 Nov 99. The resultant contractor will be permitted
storage on-site in a pre-designated contractor storage yard.

SIC code is 1711 and small business size standard for this solicitation
is one where the average annual receipts of the concern and its
affiliates for the preceding three fiscal years does not exceed $7
million. This solicitation is being competed as unrestricted IAW the
Small Business Competitive Demonstration Program. The solicitation is
tentatively scheduled for issuance on or about 3 August 1999. Women
-owned and small disadvantaged business concerns are encouraged to
submit offers. If a large business is the apparent low bidder, a
subcontracting plan will be required prior to award. Copies of this
solicitation are limited to 75 and priority issuance of the
solicitation will be to those contractors who identify themselves as
"PRIME" contractors on a first come basis. The specifications and
drawings will be issued on a compact disk format. Concerns may review
