17. The United States Air Force is contemplating a sole source effort
with the Boeing Company to conduct a detailed design, code, and test
effort to field an upgraded software suite of Operational Flight
Programs (OFPs) on the F-15E Weapon System platform. This will include
an update to all associated Support Equipment (SE), test benches,
technical data and trainers. As part of this effort, the contractor
must also complete the development of the Advance Display Core
Processor (ADCP) for the current F-15E VHSIC Central Computer (VCC) and
Multipurpose Display Processor (MPDP). This is required because the
current systems do not have the required computer resources to field
the new OFP. It should be noted that the government does not have the
data available to complete this acquisition. Under this effort the
following criterion must be met: a) design and develop the software for
subsystems per the final change list resulting from Phase I
requirements definition b) integrate the OFPs designed and developed by
various government agencies and contractors into a cohesive suite of
OFPs for the F-15E aircraft, c) conduct risk reduction testing,
simulation, development test and evaluation, and support operational
test and evaluation, d) provide software updates to all associated
support equipment, test benches and trainers, e) provide updates to
Technical Orders/Manuals, f) support the fielding of the final OFP tape
updates, g) develop, integrate and test the Advance Display Core
Processor. Small businesses are hereby notified of potential

The Request For Proposal is anticipated to be released no earlier than
30 Jun 99 with a contract award date of Oct 99. The contract will be
awarded pursuant to the authority of FAR 10 U.S.C. 2304(c)(1) in
accordance with FAR 6.302-1(a)(2)(ii). Direct any routine

concerns regarding this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program director or contracting
officer, but to communicate contractor concerns, issues, disagreements,
and recommendation to the appropriate government personnel. Ombudsman
will maintain strict confidentiality as to the source of the concern.
The Ombudsman does not participate in the evaluation of proposals or in
