215-656-6776 17. Acquisition of four new inland river style barges to
serve the Pittsburgh District (CELRP) in support of their Maintenance
and Repair Mission on the Inland Rivers System. The first barge shall
be 190-feet long, 54-feet wide and 12-feet, 6-inches deep and will be
used as a floating platform for a king-post mounted SEATRAX crane which
will be furnished to the successful bidder as Government Furnished
Equipment (GFE) after contract award. The three remaining flat deck
barges shall be 110-feet long, 26-feet wide and 7-feet deep. All four
vessels shall be of all-welded steel construction and shall be
designed, built and classed to American Bureau of Shipping rules for
Steel Vessels on Rivers and Intracoastal Waterways. The resultant
contract will utilize a multi-phased contracting methodology. Bonding
is required and Liquidated Damages will be specified. One copy of the
plans and specifications will be furnished on CD-ROM to each bidder at
no charge. Additional copies will be furnished at a charge of $5.00
each. Firms desiring additional copies should forward a check, payable
to USACE Finance Center, Millington to the above address. All requests
for a solicitation package should be in writing and sent to the
attention of Karen Van Giesen. Requests may also be faxed to

telephone and fax number, Federal Tax Identification Number and
business size. Your firm's Federal Tax Identification Number must be
written on the check. Personal checks must be annotated with the
individual's SSN. Payment will not be refunded and specifications need
not be returned. Bidders will be responsible for hard copies. Issue
date for solicitation documents will be on or about July 7, 1999 with
a bid opening date on or about August 10, 1999 at 11:00 A.M. As
required by DFARS 204.7300, a contractor must be registered in the DOD
Central Contractor Register Database in order to be eligible for
award. Instructions will be included in the solicitation. The
solicitation is 100% set aside for small business. The SIC code is 1731
and that size standard is 1000 employees. Award of the contract will be
made as a whole to one bidder. Affirmative action to ensure equal
