Contracting Officer (301) 827-7163 The Food and Drug Administration has
a requirement to purchase an X-Ray Survey Meter with the following
performance specification: 1) Dynamic Range: 0.01 mGy to 1 mGy air
kerma rate (1 mR/hr to 100 mR/hr minimum range; for rates above this
range and up to at least 10 mGy/hr (1 R/hr) the meter shall read full
scale until removed from the radiation field. 2) Energy Response: + 30%
between 40 keV and 150 keV effective energy, and + 50% between 30 KeV
and 1 MeV effective energy. 3) Display: linear, analog display; no more
than one decade per range selection; although the scale shall have
numerical markings, the units shall not be indicated (i.e. "mR/hr",
"uGy/hr", "CPM", "mrem/hr", "uSv/hr", etc. shall not appear anywhere on
the instrument). 4) Linearity: the meter shall be linear with exposure
rate within + 15% on all ranges. 5) Response Time: not exceed 5
seconds on the most sensitive scale and not to exceed 2 seconds at 0.5
mGy/hr (50 mR/hr) and above. 6) Calibration Accuracy: for an x-ray
beam of 100 keV effective energy, the arbitrary display units shall
correspond to the exposure rate in mR/hr within + 20%. 7) Power: the
meter shall be powered by standard alkaline batteries, size AA, D, 9V
transistor type; the battery life shall exceed 200 hrs of operation. 8)
Battery Check: the battery status shall be indicated on the display. 9)
Size and Construction: the survey meter shall be made of high-impact
material, shall not exceed 3.5" x 8" x 2", and shall weigh no more than
18 ounces. 10) Entrance Window: the sensitive area of the detector
(where the instrument is to be exposed) shall be clearly and
permanently marked on the outside of the case. 11) Information to be
provided: one instruction manual shall be provided with each
instrument; at least one (total) set of schematic diagrams and a
complete component list shall be made available. 12) Information to be
provided with bid: a complete set of specification and the GM tube's
energy response curve must be submitted in order to be considered. This
requirement is issued as a Request for Quotation. Sources may submit
descriptive literature which fully demonstrate that their product meets
the performance specification which shall be considered by the agency.
Quotes submitted in response to this requirement shall be submitted by
July 2, 1999, 3:00 p.m. Eastern Time. The requirement is will be
awarded as a simplified acquisition in accordance with FAR Subpart
