This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. The solicitation number is F04700-99-Q-1659. Standard industrial classification code: 3812. Small Business Size Standard: 750 employees. Edwards AFB CA has a requirement for Active Matrix Touchscreen quantity of 2 each. Minimum salient characteristics for a 4 X 8 inch active touch screen display. It shall be used as a remote entry device to control an instrumentation control unit (ICU) which is a computer system used to control the instrumentation system on the B-1B. This unit must be software and hardware compatible, fit, form and function with the existing touch screen display. Active Area: 4 X 8 inches. Resolution: 512 X 256 Pixels, landscape or portrait. Computer Interface: RS-422. Input Power: 28 VDC, 40 Watts maximum. EMI: Must be tested IAW MIL-STD-461. Touch Screen Type: Infrared touch bezel system. Communication: Unit must be able to operate in TERMINAL Mode or COMMAND mode. The control character ESC (1B hex) shall cause the display software to switch from TERMINAL to COMMAND mode. The first byte of data after the ESC will indicate the command to be executed. The data received after the command byte will be the parameters or that command. Following is a minimal list of core commands. They are split into four functional groups: DISPLAY: Clear mode, Complement mode, Jam mode, Set mode, Clear Bitmap, Display idle, Display switch, Screen copy, Scroll down, and Scroll up. UTILITY: Bright/Dim key control, Brightness down, Brightness up, Brightness change, Screen saver control, Serial port control, Status message control, Terminal mode control, Echo string, Test, and Touch panel control. TEXT: Download font character, Select font, Normal video, Reverse video, Position cursor, and Home cursor. GRAPHICS: Erase area, Filled rectangle, Hollow rectangle, Line, Point, Position graphics pointer, Write string, Define pattern, Relative erase area, Relative filled rectangle, Relative hollow rectangle, Relative line, and Relative point. Power up/Reset configuration: Upon power up, the display shall initiate a number of self tests. The last of these tests will be to send the host computer an X-on to indicate that the display is ready to accept transmissions. This self test process must be completed in a maximum of 6 seconds. System RAM test.................PASSED. Initial Brightness Level: Following completion of initialization, the brightness level shall be set to 50% and be activated. Initial Touch Panel State: The touch panel sensor shall be set to point mode and deactivated. In order to receive touch data or activate the touch panel sensor, the host will transmit the touch panel activation command. After this command is sent, the single point mode of reporting touch panel data will be assumed. Serial Input Buffer State: The serial input buffer shall be empty and must have a capacity of 2048 bytes. Serial port configuration: The serial port shall power up in the following configuration:Baud rate- 9600 Data bits- 8 Stop bits- 1 Parity- none. Data Transfer Protocol: Data is exchanged between the host and the display with XON/XOFF flow control via a serial, full duplex RS-422 communication channel. MECHANICAL Operating Temperature: -40 to +70 degrees centigrade. Operating Humidity: 100%, condensing. Mounting: Must fit existing mounting configuration (atch 1).
