Department of Justice, Drug Enforcement Administration intends to enter
into a contract with Nichols Research, Inc. for continued research and
development of the Source Determination Imaging System. This automated
system will create a national and international reference collection
for tablets, capsules, logos, blotter paper, and other drug
paraphernalia. Nichols Research, Inc has developed, under DEA contact,
a prototype with some of the capabilities referenced above. The
contract is for the further development of a functioning prototype,
population of the referenced collection, and initial deployment. This
system will provide law enforcement officials with top-level drug
information including transmission of detailed color images and
pertinent data across DEA's network, pertinent chemical data for DEA
chemists and investigators, and drug/logo tool mark identification of
forensic drug analysis. This system uses feature comparison algorithms
to match drug evidence with known controled and uncontrolled substance
evidence. Nichols Research is uniquely qualified to continue the
prototype development and deploy the functioning prototype based on its
institutional knowledge of the SDIS program, construction of a
functional image acquisition device, populated database, and
development of an advanced digital imaging system and comparison
algorithms. This notice is for information purposes only. No
solicitation is available. See Note(s): 22. Posted 06/16/99
