RFP2-36815 (NMP) entitled," Air Traffic Management System, Development,
and Integration". The synopsis for the Draft RFP was posted on Jan 04,
1999 and the Draft RFP was posted on May 19, 1999. The National
Aeronautics and Space Administration (NASA) plans to issue a formal
Request for Proposal (RFP) for the Advanced Air Transportation
Technologies (AATT) program to develop, test and transfer enabling
technologies that permit increasing the throughput of the national and
international aviation system. The intent is to take potential Air
Traffic Management (ATM) technology opportunities, develop software
decision support tool systems, integrate and demonstrate the software
decision support tool systems and transfer the technology. The
activities may include implementation of software tools to assist the
air traffic controller, airline operations specialist, or pilot. The
activities may also include examining specific issues in human factors
and National Airspace System (NAS) modeling. The activities may
include demonstration and integration for individual tools or tool
systems, and demonstration of possible integration into the NAS.
Contract schedule period is anticipated to be from date of award to
September 30, 2004 with no option years. All responsible sources may
submit a proposal which shall be considered by the Agency. See Note 26.
This procurement will implement performance-based contracting methods
and will use the Federal Acquisition Regulation (FAR) & NFS 1815.3
source selection process. All Contract Task Orders will be
performance-based. The solicitation will be issued with a warning to
the offerors that award without discussions is contemplated. The
anticipated release date of the RFP is scheduled for the July/August
timeframe with proposals due 45 calendar days after the date of issue
of the final solicitation. Multiple awards are contemplated. NPD 5000.2
Uniform Methodology for Determination of Small and Small Disadvantaged
Subcontracting Goals will be used. An ombudsman has been appointed-See
Note "B". The government does not intend to acquire a commercial item
using FAR Part 12. See Note '26". The proposed contract will utilize
Firm Fixed Price (FFP) and Cost-Plus-Award-Fee (CPAF) contract
structures for both completion and Indefinite Delivery task order
contract elements. In accordance with NFS 1811.603(e)(iii) and (e)(v),
a rating DO-C9 (Miscellaneous/Other) will be applied to this
acquisition. The contemplated acquisition has been reviewed at the
Consolidated Contracting Initiative (CCI) web-site and no other
solicitation or contract was found that could provide the effort
required. The intent to procure was announced on the CCI 1999
Acquisition Forecast web-site to assure that NASA, and other interested
parties, are afforded an opportunity to include their requirements in
the solicitation. The contemplated contracts will be used by Ames
Research Center, Langley Research Center and the Glenn Research Center.
The solicitation and any documents related to this procurement will be
available over the Internet. These documents will be in Microsoft
Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0) format or RTF
format and will reside on a World-Wide Web (WWW) server, which may be
accessed using a WWW browser application. The WWW address, or URL, of
