Consumer Product Safety Commission (CPSC) is seeking to locate/identify
scientific testing firms with in-vitro dermal absorption rate testing
expertise. The Consumer Product Safety Commission administers and
enforces the Federal Hazardous Substance Act (FHSA) and Flammable
Fabrics Act (FFA). Currently, CPSC is in the process of developing a
performance standard for the ignition resistance of residential
upholstered furniture to small open flames such as cigarette lighters,
candles, and matches. Although inherently flame-resistant fabrics are
available, most furniture manufacturers would probably apply flame
retardant (FR) chemicals to a broad range of available fabrics to meet
the standard. In support of these regulatory efforts, CPSC staff is
assessing the potential health hazards that may result from the use of
FR chemicals in upholstered furniture. CPSC intends to issue a
firm-fixed-price, simplified acquisition for in-vitro dermal absorption
rate testing. Request for Quotation (RFQ) No.CPSC-Q-99-5169 will be
released on or about July 1, 1999 with quotations due on or about July
26, 1999. All responsible sources may request a copy of the RFQ by fax
at (30l)504-0628 and submit a written quotation, which shall be
considered by the agency. No telephone requests for copies of the RFQ
will be accepted. Written requests for the RFQ and quotations may be
sent to the address listed above. The final award(s) decision will be
based upon a combination of price, past performance, and other
evaluation factors as specified in the RFQ. When responding to the RFQ,
among other requirements, the offeror(s) shall provide documentation
which demonstrates their experience with in-vitro dermal absorption
rate testing. Offerors shall also provide documentation, which
demonstrates that they have adequate staff to complete the testing
within the specified time frame. The Contractor selected shall not be
an importer, distributor or manufacturer of consumer products subject
to the jurisdiction of the laws administered by the Consumer Product
Safety Commission, nor shall the Contractor have ongoing contractual
obligations or substantial ongoing business with importers,
distributors or manufacturers of products under CPSC's jurisdiction.
The anticipated award date is on or about August 15, 1999. The contract
