The Defense Supply Service-Washington, on behalf of The Joint Chiefs of Staff, intends to negotiate on a sole source basis with the Atlantic Council of the United States, 910 17th Street, NW, Suite 1000, Washington, DC 20006 to develop, in conjunction with the Central Asia-Caucasus Institute, a comprehensive strategic assessment of the Eurasian security environment. The Atlantic Council has proprietary information and intellectual property rights essential to and on which the research and studies conducted under this contract shall be based. The Atlantic Council is fully staffed and is in possession of all the resources necessary to begin the assessment immediately. The anticipated period of performance is 18 months.
