Institute of Standards and Technology (NIST) intends to enter into a
sole source contract with the National Association of Home Builders
Research Center (NAHB Research Center), a not for profit corporation
located at 400 Prince George's Boulevard, Upper Marlboro, MD, 20774
under the authority of 41 USC 253(c)(1) -- Only one responsible source.
The procurement requires technical support for the development of key
measurement and evaluation services for the Partnership for Advancing
Technology in Housing (PATH) Program. Each task to be undertaken by the
NAHB Research Center will focus on one or more of the following
objectives: A) Provide technical services (e.g., engineering,
architecture, market research data) in support of NIST/BFRL scientific
and engineering research activities to assure relevance of such work
in the field of residential construction; B) Provide technical services
and industry perspective in support of NIST/BFRL's PATH program
planning; C) Provide database and outreach services, through various
sources including HOMEBASE, to assure that NIST/BFRL's PATH program
results are reaching proper audiences in the most effective manner; D)
Identify key industry participants to appropriately work with
NIST/BFRL in the conduct of the PATH programs; and E) Conduct special
projects, as determined necessary and appropriate related to the
NIST/BFRL's PATH program. The Research Center is uniquely qualified to
perform this requirement because it is the research subsidiary of the
National Association of Home Builders (NAHB) and as such is the only
organization capable of bringing the critical homebuilding industry's
perspective to NIST's PATH Program. The NAHB has 182,000 members,
including more than 50,000 who build more than 80 percent of all U.S.
homes. NAHB's federated structure of 860 state and local home builders'
associations provides the NAHB Research Center with a unique grassroots
network of cooperating builders. The NAHB Research Center links the
research and product developmentcommunities with the practitioners who
put methods into practice and products into use. The period of
performance for this requirement is one (1) base year with two (2) one
