Communications-Electronics Command (CECOM), Fort Monmouth, New Jersey
is conducting a market survey to determine the existance of industry
sources capable of providing contractual services for the information
mission area (IMA) mission performed by the Fort Monmouth Directorate
of Corporate Information (DCI). The Standard Industrial Classification
(SIC) Code is 7379; size standard $18 million. The Army is pursuing
cost competition between the current civil service and industry support
for the IMA operations and contract activity based on an OMB Circular
A-76 study. The IMA mission is to provide integrated sustaining base
information management services and support to CECOM and Fort Monmouth
encompassing automation, telecommunications, records management,
technical libraries, visual information and forms and publications. The
specific DCI functions under study include Data Communications: e.g.,
engineering, installation and supporting Local Area networks (LAN) and
Network Operating Systems (NOS); network control; information
security, Desktop Computing: e.g., Personal Computer (PC) support;
define PC architecture, UNIX Support: e.g., administer UNIX systems,
Help Desk: e.g., staff the Help Desk; accept, track, resolve, document
and report call, Software Development & Support: e.g., Legacy Systems
support; develop Web and Group Ware applications; perform Webmaster
functions, Telephone Services: e.g., assure dial tone; support moves,
adds, changes; support cellular/pager/Stu III and Caller ID cards;
telecommunications infrastructure and engineering, Computer Operations:
e.g., staff and manage mainframe and minicomputer facilities and the
Telecommunications Center (TCC); control access; personnel security;
building management, Resource Management: e.g., budget planning and
execution, manpower management, training coordination in support of IMA
functions, Contracts and Administration: e.g., Information Technology
(IT) contracts administration and quality assurance; ADPE hardware
maintenance; IT acquisition approvals; administration of DCI management
controls and safety programs, Visual Information Services: e.g., video
teleconferencing; media presentations and conference room support;
television productions; graphic arts services; photography, Information
Services: e.g., administration of command Freedom of Information Act
(FOIA) program; installation postal delivery and metering; records
management; edit and review of command publications; management of
command technical libraries; administration of command forms and
publications and command copier management programs. Small Business
industry firms capable of accomplishing the required services are
requested to respond to the Market Survey questionnaire posted on the

Section. The information requested, at a minimum, shall include type of
business (size) and past and/or current performance on similar
contracts (include dollar value, complexity and Government or
