F -- SERVICE AND REMEDIATION ACTIVITIES IN SUPPORT OF THE GENERAL ELECTRIC (GE)/HOUSATONIC RIVER SITE, PITTSFIELD, MA SOL DACW33-99-R-0014 DUE 091599 POC Carol K. The New England District intends to enter into an Environmental Remediation Contract using an Indefinite Delivery Type (IDT) Cost Reimbursement Mechanism for the General Electric (GE)/Housatonic River Site located in Pittsfield, Massachusetts. This remediation will include all environmental remediation activities (including design) associated with a removal action in the 1.5 mile stretch of the Housatonic River located immediately downstream of the GE Facility. This removal action will also involve work on other areas of this site to include, but not limited to, adjacent property, floodplains, staging/stockpile areas, source areas and other locations along the Housatonic River that may have to be addressed, used or accessed as part of this removal action. This approach to contracting for HTRW related services will allow a single contractor to provide necessary efforts from initial investigations through total project remediation. The maximum amount of this contract will not exceed $150,000,000.00 over a five year period (base period three years, with a two year option period). It has been determined that a significant conflict of interest would exist if a current General Electric (GE) contractor is awarded this contract. To be eligible for award, each offeror must demonstrate that it is not currently a GE contractor. In addition, it has been determined that offerors with a relationship, financial or otherwise, with a current GE contractor may have a potential conflict of interest. Therefore, offerors responding to this Request for Proposal will be requested to disclose any such relationships in their proposal. The details of the required disclosure statement will be identified in the RFP documents. The estimated issue date for the request for proposal is on or about July 15, 1999, with a proposal due date on or about September 15, 1999. The date, time and place of a preproposal conference will be included in the RFP documents. The proposed action is not set-aside for small business concerns. Small and Disadvantaged Businesses are encouraged to participate in this solicitation and will be used to the maximum extent practicable as both prime and subcontractors.
