1. The requirement consists of providing all labor, materials,
facilities and equipment necessary to perform drydocking and repairs of
the TD-68 The TD-68 is a single screw, 2,150 h.p., single engine
vessel, 109 ft. in length, 30.5 ft. beam, 13.5 ft. draft, and
displacing 350 tons. The Contractor shall provide all labor, material,
and equipment; necessary for all removals and restorations; remove and
replace interferences; rig and unrig; make all disassemblies and
subsequent reassemblies to accomplish the work specified herein. All
work shall be in compliance with the latest Regulatory Body
requirements. The term, "Regulatory Bodies" includes the American
Bureau of Shipping, United States Coast Guard, United States Public
Health Service, the Department of Labor Occupational Safety and Health
Administration, and the Institute of Electrical and Electronic
Engineers. 2. Because this craft is not considered deep-sea worthy all
repair/upgrade work must be performed on this vessel in the San
Francisco Bay area, such area to include the up-river areas of
Sacramento and Stockton. The craft will be delivered to the
contractor's/sub-contractor's work site prior to the commencement of
work and picked up at the same facility upon completion of work by the
Maritime Administration's Reserve Fleet personnel. 3. The requirement
includes the following CLINS: 0001 Drydocking Vessel, 0002 Gas Free,
Inspect and clean tanks, 0003 Side and Stern Hull Fendering 0004 Bow
Fendering 0005 Hull Cleaning, Inspection and Repairs 0006 Surface
Preparation for Coating Hull 0007 Surface Preparation for Topside
Coating 0008 Hull and Topsides Coating 0009 Cathodic Protection 0010
Sea Chests 0011 Sea Valves and Strainers 0012 Propeller Shaft Packing
0013 Rudder Gland Packing 0014 Silencer Renewal 0015 Fuel Tank Repair
0016 Manhole Covers Replacement/ Repair 0017 Flush Deck Scuttles 0018
Fire Main Replacement. 4. The Maritime Administration requires that to
be eligible for award of the proposed acquisition, offers must be
holders of MARAD Master Lump Sum Repair Agreement. This requirement
shall be solicited and awarded under the terms and conditions of the
Maritime Administration's Master Lump Sum Repair Agreement (MLSRA), or
shall apply for and agree to the terms and conditions of the MLSRA.
Holders may accept the MLSRA with their bid, non-holders may accept the
MLSRA with their bid and provide the annual representations and
certifications required by the MLSRA. The SIC code for this requirement
