The requirement consists of providing all labor, materials, facilities
and equipment necessary to perform drydocking and repairs of two
barges. The SSE-669 and SSE-670 barges are uncovered lighter barges of
the U.S. Army type measuring approximately one hundred ten feet (110')
in length, thirty feet (30') in breadth, drawing approximately two feet
(2') of water (empty) and displacing approximately one hundred seventy
five short tons (175 s/t). The contractor shall provide all labor,
material, equipment; make all removals and restorations; remove and
replace interferences; rig and unrig; make all dissassemblies and
subsequent reassemblies to accomplish the work specified herein. All
work shall be in compliance with the latest Regulatory Body
requirements. The term, "Regulatory Bodies" includes the, United States
Coast Guard, United States Public Health Service, the Department of
Labor Occupational Safety and Health Administration, Federal
(FED-OSHA), and the Institute of Electrical and Electronic Engineers.
2. Because these vessels are not considered deep-sea worthy, all
repair/upgrade work must be performed on these barges in the San
Francisco Bay area, such area to include the up-river areas of
Sacramento and Stockton. The vessels will be delivered together to the
contractor's/sub-contractor's work site by Suisun Bay Reserve Fleet
(SBRF) personnel prior to the commencement of the work and picked up
together at the same facility upon completion of the work. The vessels
may be drydocked separately or together. 3. Requiremnts include but
may not be limited to the following CLINS. 0001, Dry-docking 0002
Surface preparation 0003 Hull coating (below light load line) 0004 Hull
coating (above light load line) 0005 Cathodic protection 0006 Weld
repairs to hull seams 0007 Ultrasonic Thickness survey. The Maritime
Administration requires that to be eligible for award of the proposed
acquisition, offers must be holders of MARAD Master Lump Sum Repair
Agreement. This requirement shall be solicited and awarded under the
terms and conditions of the Maritime Administration's Master Lump Sum
Repair Agreement (MLSRA), or shall apply for and agree to the terms and
conditions of the MLSRA. Holders may accept the MLSRA with their bid,
non-holders may accept the MLSRA with their bid and provide the annual
representations and certifications required by the MLSRA. The SIC code
