commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; a quote is
being requested and a written solicitation will not be issued.
Solicitation N61339-99-Q-4012 is issued as a request for quote and
incorporates the provisions and clauses in effect through Federal
Acquisition Circular 97-11. The solicitation shall be awarded on a sole
source basis to Signal Processing Systems. The SIC Code for this
solicitation is 8711 with a size standard of $20.0M. The following
items are required: CLIN 0001, technical support for development of
passive acoustic analysysis trainer for IUSS community, and; CLIN 0002,
technical support for development of passive acoustic analysis trainer
for FMS Case TW-P-TCQ. The following Statement of Work applies: "1.0
BACKGROUND: The Navy's IUSS community and FMS Case TW-P-TCQ have a
requirement for training personnel in passive acoustic analysis. 2.0
SCOPE OF WORK: The contractor shall provide the personnel and support
necessary to install the SPS software on a Dell Inspiron 7000 laptop
computer. Contractor personnel shall travel to NAWCTSD Orlando to
assist NAWCTSD personnel in defining technical requirements for
developing a passive acoustic training device that is required for FMS
Case TW-P-TCQ and the IUSS community. The scope of work defined herein
applies equally to both the IUSS community and FMS Case TW-P-TCQ. The
period of performance shall be through 30 September 1999. 2.1
Government Furnished Equipment: The Government will furnish the
contractor with a Dell Inspiron 7000 laptop on which the SPS software
will be installed. 3.0 TASKS TO BE PERFORMED: The work outlined below
is described by the contract task areas under which the work will be
required to be performed by the Contractor to support the Navy's
program objectives. The Contractor shall furnish the requisite labor,
materials, and travel to accomplish the required tasking. This effort
will involve two primary tasks. In the first task the contractor will
install the SPS software on a Dell Inspiron 7000 laptop computer which
will be provided to the contractor. In the second task, contractor
technical personnel will travel to NAWCTSD and assist the government in
defining the requirements to develop a passive acoustic analysis
trainer. Specific topics will include current interactive courseware
software environment, file server and networking requirements, and
individual requirements of the various training communities. 3.1 Task
1: The contractor will configure and install the SPS application to run
on a Dell Inspiron 7000 laptop computer consisting of the following
components: a. 14.1 AGP Active Matrix screen; b. 160 MB of RAM; c. 24X
Internal CDROM + floppy; d. ATI 8MB Video Card for Inspiron 7000; e.
4GB and/or 8 GB Hard Drive; f. Audio -- SoundBlaster Pro 16 bit; g.
Operating system Windows 98 or Windows NT. Task 2: The contractor will
discuss with and advise NAWCTSD in the following areas: a. Review the
networked Interactive Courseware (ICW) Trainer observing the
following: 1. Student log-on and log-off method; 2. Method of selecting
and launching the desired courses; 3. Collection of student performance
and generation of various reports. b. Investigate implementation
methods/configurations for the SPS application using the existing ICW
trainer hardware configuration to include but not limited to the
following: 1. Ability to run either the SPS or the ICW application from
the existing courseware manager; 2. Require a unique log-on from the
desktop to run the SPS application; 3. Any other features and
capabilities which maybe desirable or beneficial. c. Define the SPS
capabilities and limitation when considering the following: 1. Signal
Processing Algorithms for the various communities, including surface,
sub-surface, air, and IUSS; 2. Display types and formats for the
various communities; 3. Investigate methods for automating the set-up
processas required by a given community (i.e., display formats, tools,
parameters that can be changed with limits). d. Student performance
data -- Investigate and recommend methods for recording and evaluating
student performance during the analysis process. e. Define the scope
of a follow-on task consisting of the following: 1. Develop a system
concept; 2. Implement a prototype of the system at NAWCTSD; 3. Perform
fleet demonstrations and evaluations." Period of shall be made no
later than 30 September 1999 to NAWCTSD, Orlando, FL 32826. The
following FAR/DFARS provisions and clauses apply to this acquisition:
52.212-1, 52.212-3, 52.212-4, 52.212-5, 252.212-7001. The following
subparagraphs of FAR 52.212-5(b) apply: (11), (12), (13), (14), (15),
and (22). The following subparagraphs of FAR 52.212-5(c) apply: None.
The following clauses of DFARS 52.212-7001(b) and (c) apply: None. A
completed copy of the following must be included with the quote: FAR
52.212-3. The following clauses also apply: DFARS 252.204-7004,
"Required Central Contractor Registration,". The DPAS rating for this
solicitation is N/A. See Note 22 (forty-five days is changed to read
