Manning, r.a.manning@larc.nasa.gov. NASA/LaRC is hereby soliciting
information for potential sources from all responsible firms who
possess the capability to perform the support services for the NASA
Langley Research Center's External Affairs Program. The work to be
performed will provide management, personnel, materials and equipment
for the following functions identified as essential to NASA Langley
Research Center's External Affairs Program: -- operate a Public Inquiry
Center to include preparation of official responses to requests for
NASA information from the general public, educators and industry;
preparing electronic and written outreach materials; overseeing
inventory, storage and distribution of information materials. --
operate and maintain an Exhibits Program to include proposing topics;
conceptualizing and overseeing the design, fabrication and installation
of exhibits; scheduling and shipping exhibits; maintenance and repair
of exhibits; updating electronic exhibits catalog; providing contract
and/or volunteer personnel, as needed, to staff exhibits. -- administer
a Center Conference Support component to include providing
administration, logistical and general services to plan and conduct
classified and unclassified conferences, symposia, peer reviews,
workshops and meetings; overseeing maintenance of conference facilities
to ensure good working order. -- operate a Writing component to support
Media and Public Services outreach to include preparing written and
photographic materials for print, electronic and broadcast media and
selected internal and external communications projects; writing and/or
providing illustrations for news releases, feature articles,
brochures, fact sheets, histories; preparing, maintaining and posting
information to electronic bulletin boards; producing the Center
bi-weekly newsletter, encompassing writing, editing, photography,
layout and preparation of camera-ready mechanicals or electronic files
for transmission to a Government Printing Office printer. -- implement
plans for selected Special Events to include events such as open houses
and ceremonies as well as Center participation in national events,
state fairs, educational programs, and community events. -- research,
prepare and track responses to requests for NASA information under the
Freedom of Information Act. -- administer a Task Order component to
include subcontractor services for additional efforts requested on an
as-needed and as-funded basis for the Center at large to include
additional exhibit design, fabrication, installation, maintenance and
staffing for Center organizations; on Center and off-site assistance
with conferences for sponsoring organizations; professional writing and
editing services for NASA Headquarters and program offices. No
solicitation exists; therefore, do not request a copy of the
solicitation. If a solicitation is released it will be synopsized in
the CBD and on the NASA Acquisition Internet Service. It is the
potential offerors responsibility to monitor these sites for the
release of any solicitation or synopsis. Interested offerors/vendors
having the required specialized capabilities to meet the above
requirement should submit a capability statement of 10 pages or less
indicating the ability to perform all aspects of the effort described
herein. Responses must include the following: name and address of firm,
size of business; average annual revenue for past 3 years and number of
employees; ownership; whether they are large, small, small
disadvantaged 8 (a), and or woman owned; number of years in business;
affiliate information: parent company, joint venture partners,
potential teaming partners, prime contractor (if potential sub) or
subcontractors (if potential prime); list of customers covering the
past five years (highlight relevant work performed, contract numbers,
contract type, dollar value of each procurement; and point of contact

information and capabilities from all interested parties, NASA is also
seeking capabilities from small and small disadvantaged businesses
(which includes Historically Black Colleges and Universities, Other
Minority Institutions and women owned small businesses) for the
purposes of determining the appropriate level of competition and/or
small and small disadvantaged business subcontracting goals. The
Standard Industrial Classification Code is 8743 with average annual
receipts of $5.0M. Please advise if the requirement is considered to be
a commercial or commercial-type product. A commercial item is defined
in Internet "Note A". This synopsis is for information and planning
purposes and is not to be construed as a commitment by the Government
nor will the Government pay for information solicited. Respondents will
not be notified of the results of the evaluation. Respondents deemed
fully qualified will be considered in any resultant solicitation for
the requirement. The Government reserves the right to consider a small
business or 8(a) set-aside based on responses hereto. All responses
