R -- PERSONAL SERVICES CONTRACT WITH A U.S. CITIZEN -- MARITIME SURVEILLANCE SPECIALIST SOL S-OPRAQ-99-R-N0031 DUE 070199 POC Contact: Barbra Postell at 202-776-8743 or (FAX 202-776-8775) The Department of State, the Bureau for International Narcotics and Law Enformcement Affairs has a requirement for an individual to provide Maritime Surveillance Specialists services. The position is located in Washington, DC. The purpose of this contract is to provide technical and program management assistance to the Bureau for International Narcotics and Law Enforcement Affairs (INL) in the implementation of a number of international narcotics control projects. The contractor will be responsible for tracking the progress of project implementation, providing technical assistance where his/her expertise is germane, and preparing periodic reports addressing project progress, issues, and funding. The contractor will from time to time be required to brief senior, INL, DOD and other agency management on the status of projects. The contract shall also serve as INL's technical expert on maritime serveillance equipment, strategy and tactics. PSCs are treated on par with other USG employees. Minimum qualifications includes: must be a U.S. citizen; bachelor's degree; ten years experience in military or law enforcement activities relating to international drug control including experience with Washington inter-agency counternarcotics process; ten years experience in military or law enforcement aviation operations; and must be able to obtain a State Department security clearance at the secret level.
