COMMERCE BUSINESS DAILY ISSUE OF JUNE 18,1999 PSA#2370REQUEST FOR INFORMATION The Defense Energy Support Center (DESC), in
conjunction with Fort Hood, Texas, the United States Army Forces
Command, the Army Engineering and Support Center -- Huntsville, and the
Pacific Northwest National Laboratory held an Industry Forum on June 9,
1999 to share information regarding a long-term Utility Partnering
Agreement. This notice is issued to further assist the Government in
determining market interest in establishing a Utility Partnering
Agreement with Fort Hood, and to gather industry recommendations on how
such a partnership could be structured and recompensed through oral
presentations. The goal is to get an indication of the market place
experience and approach to filling the Government's requirements and
the market's proposed approach to soliciting and contracting for these
requirements. The Government will utilize information gathered during
these presentations to determine future steps in the proposed
acquisition process. Presentations will occur during the week of July
19-23, 1999. Each presentation should last no longer than one hour. An
additional hour will be allotted for a question and answer session. To
express interest in giving the Government an oral presentation, please
visit the DESC Installation Support Contracting Division's homepage at
the address provided below. The webpage will have a presentation
registration form to complete. All interested parties must complete the
registration prior to July 7, 1999. The Government will notify those
who register if they will be requested to provide an oral presentation
by July 9, 1999. The Government reserves the right to limit the number
of oral presentations. The inclusion in, or exclusion from, this group
of presenters will have no bearing on any future source selection.
Each presentation should describe how the presenter proposes to meet
the Government's objectives. This description should identify the
synergies and innovations of the proposed approach. The presentation
should address the technical feasibility of the overall concept
providing input on each component of the concept to include the
following: * Privatization of electric, natural gas, water and waste
water distribution systems, * Energy and water conservation measures,
* Electric, natural gas, and water commodity cost reductions, * Overall
integrated energy and water management functions The presentation
should provide information on how the presenter would execute each area
identified above and specific examples of similar projects that the
presenter has completed. The presentation should also address how
commodity cost reductions can be achieved. In addition, the presenter
should address how a potential solicitation should be structured and
include some discussion of the preferred cost structure. This
discussion should include the time needed to prepare a cost estimate,
including necessary due diligence, and a step by step timeline for
response to the solicitation and implementation of each requirement. It
is important that presentations provide the basis for cost savings
estimates. To assist in this process, specific information concerning
Fort Hood's existing utility infrastructure and energy and water usage
has been posted on DESC's website. In addition, questions and answers
from the Fort Hood Industry Forum held on June 9, 1999 will be posted.
The RFI is for information and planning purposes only and does not
constitute a solicitation, nor is it to be construed as a commitment by
the government to issue a solicitation. The Government will not
compensate any respondents for any costs incurred in developing or
presenting of information. Strict confidentiality of proprietary
information is assured to the extent permitted by Federal Law.
