V -- SHUTTLE SERVICES SOL RFP-CC-99-07 POC V. Antoinette Coleman, Contracting Officer (301) 594-5123. The National Institutes of Health (NIH), has a requirement for the provision of shuttle services for the (NIH) and the National Naval Medical Center (NNMC) patients, their family members/escorts in the Washington Metropolitan area (within a 36 mile radius of Bethesda, Maryland). The contract period shall consist of one 12 month base year with one (1) option period for renewal. The Contractor shall be required to transport disabled patients (those individuals utilizing walkers, crutches, wheelchairs, etc.) Drivers shall be qualified, well trained, and have adequate experience to assist disabled patients embarking or disembarking the vehicle and loading and unloading luggage and handicap and medical equipment. The Contractor shall meet all applicable licensing and insurance requirements. The Contractor shall be required to : (A) transport Clinical Center patients and family members/escorts to and from the Ronald Reagan Washington National Airport, Washington, D.C. and the NIH, Bethesda, MD with a stop atthe Children's Inn located at NIH; (B) transport Clinical Center patients and family members/escorts to and from BWI Airport, Baltimore, MD and the NIH, Bethesda, MD, with a stop at the Children's Inn located at NIH. The contractor shall be responsible for loading and unloading luggage when picking up or dropping off passengers; (C) provide shuttle service from NIH and the Children's Inn to various motels and hotels along the Wisconsin Avenue/Rockville Pike corridor to transport NIH Clinical Center patients and family members/escorts and the NIH National Cancer Institute patients being treated at the National Naval and Medical Center, Bethesda, MD; (D) provide shuttle services for the transportation of patients and their family members/escorts from the NIH Clinical Center to various points of interest within a 36 mile radius of Bethesda, MD. The trips shall include, but not be limited to, excursions to historical buildings and theatres in Washington, D.C., shopping malls, Baltimore Inner Harbor, etc. Trips are also regularly scheduled to various sites of Alcoholics Anonymous meetings. The Contractor shall provide two (2) vehicles capable of seating and transporting fourteen (14) passengers, each including sufficient space for wheelchairs, crutches, walkers, etc. On occasion, a third vehicle may be required; (E) provide a driver to transport the National Institute of Mental Health's patients between NIH and their residences within a thirty-six (36) mile radius of Bethesda, MD. The patients have a variety of disorders, i.e., hyperactive, obsessive-compulsive, conduct disorders, Autism and offspring of alcoholic parents. The Contractor shall provide a van to accommodate eleven (11) passengers. All vehicles must be equipped with retractable steps for the safety of the patients. All vehicles shall be equipped with cellular telephones; (F) provide shuttle services to and from Suburban Hospital, Bethesda, MD. The Surburban shuttle requires a handicapped accessible bus 2 days per week (Monday and Wednesday) from 7:00 a.m. to 8:30 p.m., to transport equipment, supplies, patients, patient's families, and staff. For the shuttle service required for items A and C, the contractor shall provide vehicles capable of seating and transporting a minimum of eleven (11) passengers each, including sufficient space for luggage and baggage. All vehicles shall be equipped with retractable steps for the safety of patients. All vehicles shall be equipped with cellular telephones to maintain contact between the driver and the Contractor's terminal, who can in turn, contact NIH in case of an emergency. The Contractor shall make provisions for a back-up driver and vehicle in case of a breakdown/illness or other unforeseen circumstances. This procurement is a 100% set-aside for small businesses. The Standard Industrial Code is 4119. The applicable small business size standard, including affiliates, is no more than $5 million average gross revenue for the previous three (3) years. The final contract award decision may be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation.
