Smith (919-541-2911) CBD SYNOPSIS FOR DESIGN-BUILD SERVICES The General
Services Administration (GSA) announces an opportunity for Solicitation
for Offers for design-build services required for a new National
Computer Center to be occupied by the Environmental Protection Agency
(EPA), located in Research Triangle Park (RTP), North Carolina. GSA
intends to Contract for design-build services with the firm that best
demonstrates a commitment to meet the EPA's program requirements. The
Government's program objectives for this project are that it: 1)
provide a new National Computer Center of approximately 100,000 gross
square feet of low-rise general office space and computer equipment
space including surface parking and site development, 2) provide
innovative technologies and features which will support improved
occupant productivity, energy conservation, space flexibility, reliable
systems operation, and low maintenance; and, 3) comply with local,
state and Federal government codes and standards. The total design and
construction costs for the project is estimated to range between
$10,000,000 to $18,000,000. The Government anticipates award of the
design-build contract approximately October 30, 1999. The facility will
be designed and constructed in imperial units. The scope of the
design-build service under this proposed Solicitation for Offers
include, but are not limited to, the following: 1) completion of
construction documents based on Government supplied design documents
which set forth the Government's minimum requirements and are
approximately 45% complete; 2) CAD drawings compatible with Version 14
of AUTOCAD and specifications compatible with MS Word 6.0, 3) design
submissions for 50 percent, 95 percent and 100 percent levels of design
completion; 4) construction of facility; 5) post-construction services.
The GSA will employ a single phase evaluation process to determine the
successful business entity to provide this project. The forms SF 254
and 255 may be utilized but are not required. All proposed materials,
technical and price, shall be provided in one submission. Other
documentation required to be submitted will contain a technical and
price proposal. The technical and pricing proposal will be evaluated
using the "greatest value" approach where the pricing is compared to
the technical evaluation factors. Technical evaluation factors are
listed in order of priority and include but are not limited to, 1) Past
performance and experience providing design and general construction
services on similar projects, 2) Qualifications, experience, and past
performance of key personnel for design and construction services, 3)
Proposed Design Solutions, 4) Project Management Plan, and 5)
Implementation Plan. All technical evaluation criteria, other than
price, are significantly more important than cost or price for this
procurement. This procurement is open to both large and small business
concerns. Large business concerns will be required to submit a Small
Business Subcontracting Plan. The plan should reflect a proactive
effort to achieve the goal for subcontracting for a total of 30% of the
entire project to the 3 categories of small business: Small
Disadvantaged Business, 15%; Women Owned Business, 5%; and, other small
businesses, 10%. The standard industrialized Classification Code for
this project is 1542 with a size standard of $17,000,000. A
pre-proposal meeting is scheduled for July 21, 1999, 10:00 am, at the
NIEHS building, RTP, NC. This meeting will be followed by a Procurement
Networking Session for subcontracting opportunities for Small, Small
Disadvantaged, and Women-Owned Businesses. Prospective small business
subcontractors will be given an opportunity to network and showcase
their capabilities to potential large firms. Questions regarding the

The Solicitation for Offer will clearly specify the total evaluation
process including the format that shall be utilized for proposal
submission. Request for Proposals will be available on July 9, 1999. It
is anticipated that submittals will be due September 9, 1999. This is
