materials, supervision, tools, equipment, etc. necessary to perform and
complete the requirements of Project No. 691/98-102, Replace Fire Alarm
System, Bldg. 500, Phase II, at the VA West Los Angeles Healthcare
Center, 11301 Wilshire Blvd., Los Angeles, CA 90073, in accordance with
specifications and drawings. The work required of this project will
include the demolition and removal of existing Fire Alarm System
(except new Phase I equipment). The new Phase II equipment will
interface to and extend the existing system newly installed in Phase I.
A 1-year construction warranty will be applicable following acceptance
of the installation by the Government. Additionally, Guaranty Period
Services will be provided for 3 years following acceptance of the
installation by the Government. The selected Contractor shall be a
thoroughly experienced firm, regularly engaged in layout and
installation of automatic computer-based Fire Alarm systems for
Hospitals and Healthcare facilities. The selected Contractor shall
possess a State of California C-10 Contractor's License. The Phase II
equipment shall extend the new Apogee Life Safety (ALS-3) system
installed in Phase I. The ALS-3 system is supplied by Landis & Staefa,
Inc., a division of Siemens Building Technologies, Inc. Proposals will
only be accepted from Contractors who are authorized to furnish,
install and maintain such Landis & Staefa ALS-3 systems equipment.
Source Selection procedures as set forth in Subpart 15.3 of the Federal
Acquisition Regulation will be utilized in evaluation of proposals
leading to contract award. The cost range of this project is between
$2,000,000 and $5,000,000. This solicitation is open to both small and
large businesses having the authority and capability to furnish the
aforementioned ALS-3 equipment. No other manufacturer or brand of Fire
Alarm System equipment will be considered. The solicitation documents
will be available for issue o/a July 1, 1999. Proposals will be due
o/a August 3, 1999. A Pre-Proposal Conference/Site visit will be held
at a date/time to be determined at time of issue. Please note that
requestors will be assessed a non-refundable fee (approx. $110) to
reproduce each set of specifications and drawings. The exact cost will
be determined at time of issue and each requestor will be contacted as
