Buys 2, 3, and 4 (FYs 01-03)also include option CLINs for various major components. This effort will be solicited using the policy and procedures applicable to full and open competition. Competition is, however, restricted to U.S. wholly owned firms possessing or eligible to obtain a valid U.S. facility security clearance at the SECRET level. Proof is required for verification. Classified documentation, which is required in order to an offeror to prepare a proposal in response to this RFP, will not be provided until an offeror's security clearance and safeguarding capability is verified. Offerors need to provide their CAGE code, clearance, and storage capability to the Contracting Officer prior to the release of the formal RFP. Offerors must also provide a copy of their munitions license ifthey plan to manufacture in a foreign country. Firms interested in subcontracting opportunities should contact the prime contractors directly. Foreign Entities must submit an official request for the releasable portion of the RFP through their Embassy to Headquarters, Department of the Army. Each request will be adjudicated on a case by case basis. Any requested received in any other manner will not be honored. Once the solicitation has been issued, interested offerors will be responsible for monitoring the web site in the event amendments are issued.
