E-MAIL: Contracting Officer's E-Mail Address, blackstonemd@mcsc.usmc.mil. This CBD announcement serves as Amendment No. 0002 to the FAV combined synopsis/solicitation published on 4 June 1999. The purpose of this amendment is to 1) correct the "jump start capable, bi-directional" key capability; and 2) to revise FAR 52.212-5. As such the following applies: 1. Key Capabilities: Delete "(12 volt/24 volt NATO slave receptacle)" and replace with "(24 volt NATO slave receptacle/12 volt)". 2. FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders -- Commercial Items (May 1999), is hereby revised to include the following items as applicable to the subject solicitation: (3), (5), (6), (11), (12), (13), (14), (15), (16), (21i), (22), and (26). All other terms and conditions of the subject solicitation remain the same. The following questions in regard to the subject solicitation were asked and, as such, answers are provided as follows: Question Set #2: Question #1: In order to prepare our Contractor Logistics and Training Support response, please provide amplification on the anticipated profile of the FAV (i.e. average number of miles per vehicle per year, % of miles driven off-road, % of road driven miles). Answer #1: Unknown, develop your pricing strategy using your commercial base of experience. Question #2: The RFP states inter alia that the required FAV must be transportable internally in a CH-46E and specifies a maximum height of 74". Based on our experience loading our vehicle into a CH-46E, the maximum height limit for driving the vehicle on/off the CH46E is approximately 69". This measurement was taken from the apex of the ramp to the top of the cargo door entrance. Request clarification on the height requirement. Answer #2: The height requirement stands as stipulated in the RFP. Question #3: Is there a requirement for the FAV to be transported externally by CH-46E/CH-53E helicopters? Answer #3: Reference the solicitation for the requirement. Question #4: What is the maximum allowable GVW and axle weight for the CH-46E and CH-53E? Answer #4: Offerors are required to provide a solution that meets the "key capabilities" listed in the solicitation. The "key capabilities" associated with width, length, height and payload capacity are premised on the CH-46E and/or CH-53E being utilized for vehicle transport (..in a deployed situation). All other elements associated with the CH-46E and/or CH-53E are not requirements ("key capabilities") for purposes of this solicitation. Question #5: Please address what is included in both vehicle weight and payload, e.g. Weapons Mount? Spare Tire? Etc. Answer #5: Offerors shall propose a pack-out of the vehicle as part of their proposal. Question #6: What is the dynamic stability requirement of the FAV? Is the stated side slope safety capability static or dynamic? Answer #6: Provide your commercial capability as the optimal solution set. Question #7: Our company has two vehicle candidates that are compatible with the CH-46E/CH-53E internal carry requirement. Our shorter version will allow two vehicles to be carried internally in the CH-53E, whereas, our longer version will accommodate only one. Does the Marine Corps desire one or two vehicles to be carried internally in the CH-53E? Answer #7: Reference the solicitation for the requirement. Question #8: The solicitation states the required FAV must be transportable internally in a CH-46E/CH-53E. Since the CH-46E requires a maximum vehicle width of 62", please clarify why the desired/required width states width of 62"/78". Answer #8: Reference the solicitation for the requirement. Also, see Answer #4. Question #9: . Solicitation states Flat Forest Green, do you have a reference chip or color number? Answer #9: No. Provide your commercial capability as the optimal solution set. Question #10: Is CARC paint required? Answer #10: Reference the solicitation for the requirement. Question #11: Are standard commercial manuals acceptable? Answer #11: Provide your commercial capability as the optimal solution set. Question #12: Will there be any military modification required/desired to the TM format? Answer #12: Provide your commercial capability as the optimal solution set. Question #13: What is the standard used for your IETM format? Answer #13: Provide your commercial capability as the optimal solution set. Question #14: Will Contract Logistics Support (CLS) include both parts and service? Answer #14: Provide your commercial capability as the optimal solution set -- develop pricing based upon your standard commercial base of experience. Question #15: Will the concept for maintenance be the standard Four Level Maintenance? Answer #15: See Answer #14. Question #16: What level of training is desired for the Marine Corps personnel (civilian and military)? Answer #16: See Answer #14. However, the Marine Corps would anticipate needing Operator level training and crew level maintenance for remove and replace. Question #17: How many personnel are included in "Training, Qty 1 Lot"? Will this include operator and allmaintenance levels? Answer #17: See Answer #14. However, the Marine Corps would anticipate the need to train 10 operators and 10 maintainers for each of the sites listed in the solicitation. Question #18: Solicitation states that that the allowable widths are 62" and 78" respectively. However, MIL-STD 1366D states in Table 28 that the rear ramp cargo dimension width is 70" and 96" respectively with internal cargo compartment width 72" and 90" respectively. A similar difference exists between your requirement for height and that of the MIL-STD. The solicitation states the allowable height is 74" for both yet the MIL-STD gives the rear ramp cargo and cargo compartment height of 69" and 77" respectively. Can you identify the differences between your requirement and the MIL-STD? MIL-STD 1366D also states the requirement for Crash restraint criteria, Table 29, for Navy/Marine Cops rotary wing aircraft. Will the contractors be required to identify and certify tiedown locations that comply with these standards or MIL-STD 209J? Answer #18: See Answer #4. Question #19: Does the mount have to be located at the commander's (2 person configuration with driver and commander) station or can it be located in a cargo area? Answer #19: Reference the solicitation for the requirement. However, a person other than the driver should have rapid access to the weapon at all times. Question #20: Are there a minimum number of rounds that should be in the ready round box? Answer #20: No. Provide your commercial capability as the optimal solution set. Question #21 Please clarify, is on-site required only at the North Carolina location? Answer #21: Reference the solicitation for the requirement. Question #22: Will the logistics support include both supply and maintenance? If support includes maintenance will it be for all levels? Answer #22 Provide your commercial capability as the optimal solution set. Question #23: Is the vehicle required to come to a full stop and start on the 60% slope? Answer #23: Reference the solicitation for the requirement. Provide your commercial capability as the optimal solution set. Question #24: Will the vehicle be turned off and started on the 60% slope? Question #26: It is desired to operate on the 40% side slope at full payload. Can you provide a characteristic load or characteristic load density or expected payload Center of Gravity to permit calculation of system center of gravity? This FAR paragraph identifies several FAR provisions that may be selected at the Contracting Officer's discretion for inclusion by reference in a solicitation. Can you please clarify which FAR paragraphs you have selected to include from those listed in this FAR provision? Answer #30: The solicitation will be amended to properly identify those items applicable under FAR 52.212-5. Question #31: What element(s) of the FAV is required to be 24 volt? Answer #31: The desired/required applicable to the "Jump start capable, bi-directional" key capability was mistakenly reversed. The solicitation will be amended to reflect a desired/required of 24 volt NATO slave receptacle/12 volt). In addition, provide your commercial capability as the optimal solution set. Question #32: What 24 volt equipment will be operated from the FAV if fitted? Answer #32: Reference the solicitation for the requirement. Question #33: What output/capacity will be required for the communications and other equipment? Answer #33: Reference the solicitation for the requirement.
