Standards and Technology (NIST) intends to negotiate system with
Perkin-Elmer Corporation, 761 Maine Avenue, Mail 10, Norwalk,
Connecticut 06859-0010 on a sole source basis for a multi-wave
microwave digestion system under the authority of Federal Acquisition
Regulation (FAR) Subpart 13.106-1(b) Soliciting from a Single Source.
The equipment shall be sent FOB Destination Charleston, SC 4 weeks
after receipt of order. Installation, an operators manual, and a
demonstration of the equipment shall be provided by the contractor
within 7-10 days of delivery. Inspection and acceptance by NIST end
users will take place on site immediately after a satisfactory
demonstration. The equipment will be used to analyze great numbers of
marine-based samples with typical high-organic content. The requirement
is for a unit that offers a number of unique features that allow safe
and efficient dissolution of this class of materials. The multiwave
system is currently the only microwave digestion (MD) system on the
market that employs continuous, rather than pulsed microwave power. For
samples containing high organic content, the use of continuous power is
preferred over pulsed operation because it helps control the violent
oxidation reactions that occur inside the digestion vessels. Another
unique feature offered by the multiwave system is the way that the
pressure inside each microwave digestion cell is measured externally.
The pressure is monitored in all microwave vessels simultaneously by an
hydraulic pressure measurement system. The Government anticipates the
award of a firm-fixed price purchase order. The delivery time for this
requirement is 4 weeks or less from contract award. Written responses
to this synopsis shall contain sufficient documentation to establish
a bonafide capability to fulfill the requirement. A solicitation is not
