NASA/ARC plans to award a contract in response to an unsolicited proposal for conducting basic and applied research in the areas of: rotorcraft flight dynamics, modeling and simulation development, validation and execution; simulation data processing and reporting; tactical scenario development; human-in-the-loop simulation; human factors; and training and simulation support. NASA/ARC intends to purchase the services from Illgen Simulation Technologies, Inc., and the California Rotorcraft Small Business Consortium Team (CRSBC). The authority for other than full and open competition is only one responsible source and no other services will satisfy agency requirements {10 U.S.C. 2404c(1)}. The proposal demonstrates a unique and innovative concept for providing essential modeling, simulation, and analysis required to accomplish the joint U.S. Army Aeroflightdynamics Directorate/NASA Ames Research Center rotorcraft research and development program. Interested firms have 15 days from the publication of thissynopsis to submit their qualification/capabilities in writing. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after 15 days without the required information will be considered non-responsive to the synopsis and will not be considered. A determination by the Government not to compete this proposed contract on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. No RFP will be released because this notice is issued in response to an unsolicited proposal. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.
