U.S. Department of Energy (DOE) Federal Energy Technology Center (FETC)
announces the availability of Request for Proposals (RFP) No.
DE-RP26-99FT40276 entitled "Technology Deployment for Asbestos
Destruction" on or about July 30, 1999. This activity is being
sponsored by the U.S. DOE Office of the Deputy Assistant Secretary for
Science and Technology (EM-50), Industry and University Programs (IUP)
and the Deactivation and Decommissioning Focus Area (DDFA). A single,
firm-fixed priced contract award is anticipated. The objectives of the
proposed technology deployment are to: 1) safely and effectively
destroy a minimum of 10,000 pounds of non-radioactive
Asbestos-Containing Material (ACM) in the form of feedstock suitable
for processing through the technology; and 2) develop a cost
methodology and capture the costs of the deployment based on this
methodology for future comparison to other advanced asbestos
destruction technologies. Only fully developed, regulatory accepted
technologies ready for deployment -- i.e., contribute to actual cleanup
-- will be considered. Offeror's are expected to establish a
Contractor-DOE Site Agreement assigning specific roles and
responsibilities to each partner. The Offeror-DOE Site Agreement must
be incorporated into the body of the proposal, or at minimum the
Offeror must provide sufficient information with the proposal with
respect to DOE site contacts and discussions to provide evidence that
the potential for timely securing of such a DOE site agreement is
favorable. Potential DOE sites include but are not limited to: the
Fernald Environmental Management Project (FEMP), Cincinnati, Ohio; the
Hanford Reservation, Richland, Washington; the Idaho National
Engineering and Environmental Laboratory (INEEL), Idaho Falls, Idaho;
the Oak Ridge Office (ORO), Oak Ridge, Tennessee; the Rocky Flats
Environmental Site (RFES), Rocky Flats, Colorado; and the Savannah
River Site (SRS), Aiken, South Carolina. Asbestos fiber destruction
efficiency, amount of asbestos destroyed, and unit cost (by pound and
by volume) will be significant factors in the selection process. It is
anticipated that the contracted effort will be completed in about
18-months from the date of award, of which 2- to 5-months is
anticipated for actual operation of the asbestos destruction
technology. The solicitation will be available on DOE/FETC's Internet

actual solicitation document will allow for requests for explanation
and/or interpretation. Solicitations will not be distributed in paper
form or on diskette. It is anticipated that the solicitation will be
available on or about July 30, 1999. The exact date and time for the
submission of proposals will be indicated in the solicitation. However,
