This is a combined synopsis/solicitation for commercial items prepared
in accordance with Federal Acquisition Regulation Subpart 12.6 for
commercial items as supplemented with additional information included
in the notice. This announcement constitutes the only solicitation;
quotations are being requested and a written solicitation will not be
issued. This solicitation is issued as a Request for Quote.
Solicitation number is F05611-99-T-1375. This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-11. The Standard Industrial Classification
Number is 8732 and the Business Size Standard is 500 employees.
Offerors must comply with all instructions contained in provision
52.212-1 (Aug 1998), Instructions to Offerors -- Commercial Items. The
proposed contract action listed here is firm fixed price. Small
Business set-aside. Description: CLIN 0001, 1 job, Development of
Aeronautics Laboratory research enhancements. These initiatives are
aimed at improving the quality of the Aeronautics research program in
support of USAF research objectives while increasing the educational
benefit to cadets and professional growth opportunities for Department
of Aeronautics faculty. The general tasks associated with the
accomplishment of these initiatives are: 1) Modify data acquisition
software and hardware in support of dynamic and challenging researcher
needs. Deliverables: Operable systems with documentation (e.g. User's
Manuals). 2) Serve as Principal Investigator for ongoing and potential
research projects. Deliverables: lab notebooks, Department of
Aeronautics technical reports and technical papers/journal articles for
professional societies. 3) Develop "Uncertainty Analysis" for each of
the routine measurements that are made in the Department of Aeronautics
major research facilities (i.e. apply AIAA standards and
Kline-McClintock to specific measurements and instrumentation).
Deliverables: Uncertainty analysis notebook for each major research
facility. Notebook shall include uncertainty analysis development,
sample calculations, and documentation of spreadsheet software.
Spreadsheet software for each major research facility which cadets and
faculty can use to make uncertainty calculations. Services will be
provided for the period of 1 Sep 99 to 31 Aug 00. The contractor will
work a 40 hour week. Place of performance will be the Aeronautics
Laboratory at the US Air Force Academy. The Department of Aeronautics
will provide secretarial, administrative and computer support. TOTAL
PRICE $__________. The Government intends to award a contract resulting
from this solicitation to the responsible offeror whose offer
conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. The provision at
52.212-2, Evaluation -- Commercial Items applies to this acquisition
with all offers being evaluated against the following factors in
descending order of importance: 1) Technical Capability 2) Past
Performance and 3) Price. Technical capability of the proposed
candidate shall be evaluated by: a) Education: Candidate must possess
a Ph.D in Aeronautics; B.S. and /or M.S. in Electrical Engineering. b)
Candidate must have a detailed working knowledge of AIAA Standard on
Wind Tunnel Uncertainty. c) Candidate must have a demonstrated ability
in the conduct and analysis of dynamic processes. Past performance
will be evaluated to determine if the offeror has a) Five years of wind
tunnel and jet engine test cell experience. b) Experience in
temperature, pressure, velocity, turbulence intensity, force and moment
measurement techniques. c) Programming experience in "LabView" and
"Visual Basic". d) Experience leading and managing aeronautic research
projects. e) Experience teaching "undergraduate experimental methods"
course. f) Research experience in "unsteady aerodynamics". Candidate
must be a U.S. citizen. Price is a consideration. The candidate will be
rated on the above factors. The offeror with the highest responsible
rating and the most reasonable price will receive award (best value).

submitted with the vendor's price quote. The most qualified candidates
will be contacted for a telephone interview following the closing date
