FISC Norfolk Detachment Philadelphia proposes to modify existing contract N00140-97-D-N238 with Logicon Syscon in order to allow for an additional three months of Precommissioning Support Services for the LHD-7 in support of SUPSHIP Pascagoula. These services shall consist of a base period encompassing one (1) month of performance commencing 01 August 1999 plus two, one (1) month option provisions. If all options are exercised, services will end 31 October 1999. This extension effort to contract 97-D-N238 requires the provision of administrative and technical services in the areas of supply, aviation, operations, engineering, logistics, personnel and training in support of the LHD-7 class vessel. The contractor is responsible for facilitating the successful fleet introduction and transitioning of the LHD-7 class vessel. The total level of effort inclusive of options is estimated at 1900 manhours. This action is required in order to provide continuity of services before a follow-on contract can be placed by FISC Jacksonville. Logicon Syscon is considered the only supplier of these services at this time, as they are the only firm which can timely support the immediate needs of the Government without a costly start-up period. This extension modification to contract 97-D-N238 is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interests and capability to respond to the requirement or submit proposals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all proposals received within forty-five days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
