Robey, Delia.B.Robey.1@gsfc.nasa.gov. NASA intends to award a
sole-source contract extension to Allied Technology Group (ATG),
Rockville, Maryland, pursuant to 10 U.S.C. 2304(c)(1), only one
responsible source under Contract NASW-98021. This procurement is to
extend the current contract for 12 months, in support of NASA
Headquarters, Office of Equal Opportunity Programs (OEOP) Minority
University Research and Education Division (MURED), and the Office of
Education (OHRE), Educations Division (ED). The current contractor
provides electronically based support of the peer review proposal
processes for the MURED and ED Divisions. These processes include:
Solicitation Development and Distribution processess; Review and
Selection Processes; Post Selection Processes; and Information Systems
Utilization. The interfaces and systems include electronic intake of
proposals; electronic interfacing with proposal reviewers; data storage
systems for incoming proposals, peer reviews, award processes, and
program and project outcome information; and reports, charts, and data
summaries. In addition, the contractor assists in developing,
modifying and placing program solicitation documents, program
statistical information, general program information, and product
information on MUREP and ED electronic bulletin board systems and
Internet based (email, world wide web, telnet and FTP) systems. During
the course of this contract, the contractor has been converting
existing paper and electronic systems to "paperless" electronic media
handling all aspects of the OEOP MURED and OHRE ED while having to
maintain a seamless flow of proposal processing throughout the entire
term of the contract. NASA Headquarters is currently in the process of
consolidating this contract and three other peer review contracts on
a competitive basis. Therefore, an extension is being done to provide
a common expiration date and allow the work to be consolidated into a
single procurement anticipated to be awarded by July 2000. During the
performance of this contract, ATG has gained specialized experience
critical to the successful completion and transition of important
milestones. ATG has the the infrastructure critical to the successful
delivery of MURED and ED solicited programs and other projects
necessary to provide these services for the brief interim period.
Another contractor would need to invest resources to learn the program,
thus experiencing significant start-up costs. In addition, a new
contractor would require a significant phase-in period, which would
result in untimely delays in meeting program schedules. Any other firms
desiring consideration are requested to fully identify their interest
and capabilities within 15 days of the date of publication of this
