SOURCES SOUGHT -- -THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE NASA/SSC is hereby soliciting information for potential sources for Aircraft Operations For Remote Sensing Data Collection Services which include aircraft and flight crew to fly remote sensing data collection missions. Nominal operation includes simultaneous data collection from an airborne multispectral camera and a Zeiss aerial mapping camera. NASA/SSC is interested in aircraft that have the capability to support a wider range of sensor configurations beyond the nominal requirements listed in Item no. 4 below. Area of flight operation is within the continental U. S. (CONUS). Requirements include: 1. Aircraft is to be stationed within sixty (60) miles of the NASA/John C. Stennis Space Center in Mississippi and shall be operational ten (10) out of twelve (12) months per year. Peak operational times are March through June and August through October. 2. NASA/SSC shall have mission priority. Typical flight hours per year are approximately 300 hours (for aircraft with 200 knots cruise speed). 3. Turnaround time after notification of mission should be 72 hours or less (weather permitting). Aircraft and crew shall be able to respond to emergency flights within 24 hours, (i.e., natural disaster evaluation, etc.). 4. Aircraft shall have two (2) camera apertures ( in floor) and shall be capable of supporting remote sensing equipment with the follow specifications: A) Aperatures: For Camera: at least 20" X 20" For scanner: at least 12" diameter (open air) B) Zeiss Camera dimensions: 21" W X 27" L X 12" H Weight -- 200 pounds C) Scanner dimensions: 36" L X 20" W X 25" H Weight -- 300 pounds D) Rack Mounted equipment: 45" H X 19" Rack Weight -- 225 pounds E) 1 to 2 Sensor Operators 5. Aircraft shall meet the following performance requirements: Data Collection Speed: 80 to 110 knots Data Collection Altitude: 1600 to 13000 feet MSL Power Requirements: 28 Volts DC, 50 Amps 6. Flight performance metrics include flight line coverage and aircraft system reliability. 7. Pilot must have data collection experience. NASA/SSC shall provide preliminary mission planning, sensor hardware, sensor operators, and data processing. Aircraft shall have a GPS-based navigation system sufficient tfor navigating pre-programmed flight lines to an accuracy of +/- 50 meters. The navigation system shall be capable of outputting navigational data to scanner equipment for recording pruposes. 8. Aircraft shall be operated under a Federal Aviation Administration (FAA) Operating Certificate (such as Federal Aviation Regulation (FAR) Parts 119, 121, 125, 133, 135). As a civil aircraft, the aircraft shall be operated in accordance with the appropriate FARs and within the limitations imposed by the Operating Certificate. 9. Aircraft shall have sufficient insurance to carry Government equipment and personnel. THIS IS A SOURCES SOUGHT SYNOPIS NOT A NOTICE OF IFB, RFP, OR RFO ISSUANCE. No solicitation document exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in the CBD and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these cites for the release date of any solicitation. Interested offerors/vendors having the required specialized capabilities to meet the above requirements should submit a capability statement of 5 pages or less indicating the ability to perform all aspects of the effort described herein. Prospective offerors shall submit a brief capability statement that addresses ecperience in airborne data collection, ability to meet the above specifications, and extimated cost to the Government. Responses shall also include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact -- address and phone number).
