DESC: The Defense Energy Support Center (DESC), in conjunction with the US Army Assistant Chief of Staff for Installation Management (ACSIM) and the United States Army Reserve, seeks to identify responsible potential sources and obtain information in regards to privatization of utility systems in accordance with 10 USC 2688, "Utility Systems: Conveyance Authority" for Utility Privatization of the Listed United States Army Utility Systems and the Listed Army Reserve Utility Systems throughout the Continental United States. The potential privatization actions will include transfer of ownership, operation and maintenance, and the obligation to serve. The Army intends to retain ownership of all land and will grant easements and leases for access to land associated with each utility system. OBJECTIVE: Should privatization occur, the ownership of the entire utility plant and equipment to include, all capital investments, operation, maintenance and repair responsibilities, shall transfer to a publicly or privately owned utility provider. All responsibility for maintaining reliable service, including such items as environmental compliance, operation, maintenance, major systems renovation, construction, equipment, manpower and overhead shall be the responsibility of the utility provider. INSTALLATION AND UTILITY SYSTEMS DESCRIPTIONS: Note: (1). All technical data and information listed below is to be considered either an estimated quantity or an approximate usage. This data was developed using the Headquarters of the Army, Engineering Information System (EIS) database and DESC is not responsible for the accuracy of the information at each site-specific installation. (2). Companies responding to this notice of interest can either respond to interest in one utility system at one site specific installation or any combination of utility systems and locations thereof. Location: Region 1 -- TX (12 Utility Systems) Region 1 -- Currently has an ongoing program that is being conducted in a joint effort with the Military Departments and DESC. This program is titled the Texas Regional Demonstration (TRD) and is being conducted as a joint utility privatization effort between the United States Army, Air Force, Navy and DESC. This demonstration includes the following Army installations listed below: Fort Bliss, Lone Star, and Red River. In the case of Lone Star and Red River, these two sites are affected by Base Realignment and Closure (BRAC) legislation and the transfer of their utility systems may occur via alternative means. The US Army Construction Engineering Research Laboratories (CERL) is conducting a similar market survey effort for these two installations. The other DOD installations included in this Texas Regional Demonstration project are being handled by separate RFI/NOI's which have previously issued. The Air Force previously issued their RFI/NOI for the following Air Force Bases: Brooks, Dyess, Goodfellow, Lackland, Laughlin, Randolph and Sheppard. The U.S. Naval Air Station Joint Readiness Base (NASJRB) Fort Worth is also included in this joint Texas Regional Demonstration.
