Administration (FAA) has an upcoming requirement entailing the
combination of 4 different aircraft types for training under one (1)
contract. The contractor is required to provide initial and recurrent
ground school and simulator training for the FAA, Aviation Systems
Standards (AVN) pilots in aircraft types identified below and in
accordance with: Title 14 Code of Federal Regulations (CFR) Part 135
and 142. This requirement will have individual specific curriculums
matching each individual aircraft type. It is the intent to award the
contract to one contractor, however, in an effort to encourage
competition, a multiple contract award may be made. Sub-contracting
and/or teaming arrangements are encouraged. This Market Survey is the
initial step in determining the approach or solutions that will be used
in meeting the needs as identified in this announcement. This survey is
specifically to identify those contractors who have the facilities and
necessary equipment to perform this unique pilot training contract.
The aircraft types include BAE-125-800, Lear 50, BE-300 and CANADAIR
CL-601-3R. Initial pilot qualification and recurrent training for
FAA/AVN pilots shall be totally conducted in a FAA approved simulator.
Those AVN pilots not meeting required simulator only type rating
prerequisites shall be given an 85% check in the FAA approved
simulator. AVN will make every effort to enroll two pilots per class.
The contract is anticipated to have a base year and 4 option years.
