The Fleet industrial Supply Center Norfolk Detahcment intends to award a Sole Source requirement to Ascent TranScape, A Pitney Bowes Company on behalf of the Fleet Industrial Supply Center Consolidated Postal Operations Division, Wasington, DC. The Postal Operations Division needs to acquire the Pitney Bowes Incorporated (PBI) Ascent and Arrival Systems which is the PBI's state of the art, paperless computerized, dispatching and delivery mailing system. Both systems were introduced by PBI several years ago. At that time the equipment lacked several features which did not meet POSTOPNSDIV's requirements and standards. The Ascent systems continued to move up to date innovative computer technology and the Arrival System was developed in partnership with the US Postal Service (USPS) in conjunction to develop the newly created USPS Priority Mail Delivery Confirmation. The Ascent System and Arrival System will allow uor operation to deal with our immediate needs and be sufficiently flexible to meet future requirements. POSTOPNSDIV has a master maintenance contract on other PBI equipment. The equipment is already in place and ooperational. It would be more cost effective and PBI is the only known sole provider of this equipment.
