existing aircraft parking apron and construct new to include all
associated earthwork, new prepared subbase, drainable base and storm
water system for the Missouri Air National, 139th Airlift Wing,
Rosecrans Memorial Airport, St. Joseph, Missouri. Apron shall consist
of 12" portland cement concrete (PCC), nominal 8" stabilized drainable
base course and 9" stabilized subgrade. Other support requirements
include the demolition and construction of new parking to include
street lighting. The testing, management, transportation and disposal
of contaminated soil is anticipated. Dewatering is anticipated as the
water table in this area may vary from 6" to 8" below grade. The new
apron will include the installation of aircraft parking tie downs,
pavement stipping, inspection and testing. Contractor will provide all
the necessary controls to manage work crews on a pullback basis to
allow for continuous operation of other aircraft parking aprons and
taxiways. Primary construction will consists of concrete demolition and
concrete placement, storm water system installation, minor asphalt
placement, traffic control signage, vehicle stripping and street
lighting. All work will be subdivided into four phases with separate
performance periods. While phases A and B are under construction, it is
anticipated that the City of St. Joseph will be overlaying their apron
with a 7" concrete overlay and 2" asphalt bond breaker. This work will
have to be complete and useable for C-130 parking before phases C and
D can be accomplished. The estimated magnitude of construction is
between $5,000,000 and $10,000,000. The Standard Industrial
Classification (SIC) Code is 1611. The applicable small business size
standard including affiliates, is no more than $17 million average
revenue for the previous three years. The performance period for each
phase is as follows: Phase A -- 45 calendar days, Phase B -- 45
calendar days, Phase C -- 120 calendar days and Phase D -- 90 calendar
days without the additive bid item and 120 calendar days with the
additive bid item. There will be a winter shutdown period which may
consists of up to four months, December 1999 through March 2000. This
winter shutdown period will not count as part of the performance
period. The time and date of the Pre-Bid Conference will be identified
in the Solicitation. The Pre-Bid Conference will be held at the
Missouri Air National Guard, St. Joseph, MO. Solicitation packets (to
