The Single Channel Anti-jam Manportable (SCAMP) Terminal Program, Contract DAAB07-96-C-A760, will be modified to procure 5 year, failure free Warranties for Fixed Site SCAMP (FSS) Unique Critical and Non-Critical Spares. These warranty are required to maintain a single maintenance concept across the FSS system. FSS unique items are all parts and assemblies, defined as field remove and replace items, that must be added to meet the requirements of FSS SCAMP Specification A3268345 for a fixed, environmentally protected application. FSS unique, non-critical spares are items which are determined as unique to FSS (i.e. items that are not used in normal SCAMP applications) which can be removed and replaced in the field by the user. FSS unique critical spares are items whose failure would prevent the FSS from performing its data mission functions as described in FSS Specification A3268345 but specifically excludes the voice functions, environmental control and backup power functions described therein. This newrequirement for Warranty services will serve to support Air Force user's additional requirements. The Government does not currently possess the necessary technical drawings to enable competition for these services. Rockwell Collins is the only source who possesses the capability and knowledge required to satisfy the Government's requirements. This is a sole source acquisition with Rockwell Collins, Richardson, TX, and is authorized under 10 U.S.C. 2304(c)(i).
