noncommercial items prepared in accordance with the format in FAR
Subpart 13, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation. A
Written Solicitation Will Not Be Issued. Solicitation #:
N00164-99-Q-0198 applies and is issued as a Request for Quote (RFQ).
This solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-11 and Defense
Acquisition Circular 91-13. The standard industrial code is 3669 and
the business size standard is 500 employees or less. The Navy has a
requirement for 1 each Countermeasure Trainer, description is as
follows: Operational Console Automated Countermeasures trainer for the
AN/SLQ32 and future developments thereof. The trainer will be
operational and software supported as required. It shall represent the
latest variations, modifications and improvements of the AN/SLQ-32.
This requirement is sole sourced to Electronic Warfare Associates,
Fairmont, West Virginia. Electronic Warfare Associates have previously
delivered 15 units to the Navy. All are being utilized in the fleet.
Additional tasks are necessary for the existing units. Naval Surface
Warfare Center, Crane Division, has been tasked to test one each of the
units. Failure to purchase and utilize the Electronic Warfare
Associates manufactured system for use in testing and evaluation can
result in operability and compatibility problems with the SLQ-32. A
firm fixed price contract will be awarded utilizing Simplified
Acquisition Procedures. Delivery is required 6 months or sooner after
issuance of award, with shipping terms FOB Destination, NAVSURFWARCEN
DIV, Crane, IN. Inspection and acceptance of the unit(s) shall be
performed by at source by a representative of Naval Surface Warfare
Center, Crane Division. FAR part 12 procedures do not apply. The
