synopsis/solicitation for commercial items IAW FAR 12.6 as supplemented
in this notice and constitutes the only solicitation. Proposals are
requested. Solicitation F08626-99-R-0071 is a Request for Proposal
(RFP) based on provisions and clauses in effect through Federal
Acquisition Circular 97-11.This is acquisition is set-aside for small
business. The standard industrial classification code is 3612 and the
small business size is 750. Contract Line Item Number 0001 Electrical
Load Bank (1 Ea). F.O.B. Origin. Delivery NLT 1 Dec 99. Provide an
electrical load bank to furnish resistive and reactive loads for
testing operation of electrical generators as follows: (i) General
Characteristics: Capacity: 2,500 Kilowatts (kW); 1,875 Kilovars (kVAR);
capable of providing load for a 4,160 Volt, 3 phase electrical source,
50/60 Hz operation; elements and controls shall operate from a 480 V
source; include a step-down transformer to reduce the test item voltage
from 4,160 V to 480 V; totally enclosed foroperation in inclement
weather conditions; trailer mounted for transportability; and requiring
only connections to the line voltage source and ground to operate the
unit. All exterior, exposed surfaces shall be painted with polyurethane
enamel suitable for outdoor use, spatter finish coat, Desert Tan. (ii)
Local Manual Controls: Shall be provided within an operator control
room inside of the load bank enclosure. Resistive load segments shall
be additive. Resolution shall be 5 kW resistive and 3.75 kVAR reactive.
The operator control panel shall include: cooling blower start/stop
push buttons, cooling blower phase reversal, cooling blower motor
voltage select, main power on/off, master load on/off, and an emergency
stop mushroom push button. Control panel indicators shall include Main
Power on, Blower On, Air-Fail, Over Temperature, Motor Overload, Door
Interlock, Over Voltage, and Under Frequency. Instrumentation shall
include an integral digital power-metering unit for display of line bus
parameters: voltage, current, frequency, real power (kW), reactive
power (kVAR), apparent power (kVA), and power factor. (iii) Remote
Controls: Shall be provided identical to the local control panel and
hard-wired to minimize potential for electromagnetic interference.
Cabling and accessories shall be provided for operation at a minimum
distance of 200 feet from the unit. Storage for the remote cabling
shall be included. (iv) Resistive Elements: Shall be corrosion
resistant and shall NOT require a cool down period after use. (v)
Reactive Elements: Shall be non-saturating, iron core construction
impregnated with high dielectric varnish. (vi) Blower Motors:
Integrally mounted motors shall be operable from both internal power
and an external source. Motors shall operate at either 230 Volt or 460
Volt, 3 phase, 50/60 Hz from the internal bus power source and be fuse
or relay protected. Blower motor operating voltage shall be switch
selectable. External power shall use only a 480 V connection with
labeled terminal connections and adiagram with connection instructions
for each voltage configuration affixed in the immediate vicinity of
the terminals. (vii) Construction: The load bank shall be housed in an
ISO container. The container shall be modified to house the load bank
and the service/control room with a lockable main door. The load bank
roof shall be fitted with hatches permitting access to the components
mounted within. Service access shall also be available off the
service/control room and the end of the ISO container. Multi-vane
louvers shall be mounted on the air intake of the load bank. (a)
Cooling System: Cooling air shall be drawn in from the intake of the
load bank, forced across the resistor elements and vertically
exhausted. (b) Connections: Control power and load power connection
terminals shall be located in recessed compartments with access through
hinged lockable doors located on the enclosure exterior. The high
voltage interface shall be made with 15 kV, 200 A bushing well assembly
connecting to standard 15 kV, 200 A load break elbow connectors. A
minimum of 3-200 A connection points per phase shall be provided.
Parking stands and bushings shall be provided for each cable
connection. Each phase connection shall be marked so that it can be
seen in low light conditions. (viii) Transformer. The transformer shall
be sized to accommodate the full load required by the load bank when
all resistive and reactive components are in operation simultaneously.
It shall accommodate a 4,160 V, high voltage input and a 480 V
secondary output. This transformer shall be 3 phase, 60 Hz, outdoor,
dry type unit with a temperature rise capability of 150_ C and
insulation class of 220_ C as a minimum. (ix) Trailer: The load bank
and transformer shall be integrated on a single trailer suitable for
transporting the weight and volume of the entire system. As a minimum
the trailer shall be 96 inches wide and 48 feet long, dual axle, drop
deck design, equipped with air ride suspension, air brakes with ABS
system and auto adjusters, and a fully braced landing gear with
two-speed adjustment. Parking brakes shall be installed on both axles.
A minimum of 4 retractable ISO twist lock fittings shall be installed
to secure the load bank ISO container. The trailer shall be DOT/ICC
road legal without obtaining additional permits for routine use. It
shall be complete with mating vehicle connectors that meet current DOT
standards. (x) Safety: Provide the following safety and protection
circuits: (a) Air Fail: An airflow interlock switch shall be provided
for each main blower assembly. (b) Over-temperature: Sensors shall be
installed in the exhaust air stream in each resistor assembly to alert
the operator to an over-temperature condition and automatically
de-energizing the load elements (c) Overvoltage: The load shall be
protected from an overvoltage condition by dropping out the load
contactors. (d) Over/Underfrequency: A relay shall be supplied to
ensure that the reactive load elements are protected in an under or
over frequency condition. In either event, the load contactors shall be
dropped out. (e) Door Interlock: Switches shall be provided on all load
element compartment access doors such that if access doors are open,
the load bank cannot be energized. If load element compartment access
doors are opened during load bank operation, all load elements shall be
de-energized. (f) Warning Signs: The exterior of the load bank shall
have appropriate warning/caution statements on each door and access
panel. When the doors and access panels are opened, appropriate danger
signs shall be clearly visible. (g) Branch Circuit Fusing. Each load
step contactor shall be provided with fuse protection, properly sized
for the current in the circuit, using UL Listed, Class T, 600 V rated
fuses. (h) Grounding. Both the load bank and transformer shall be
solidly grounded to the trailer. The trailer shall have heavy duty
ground lugs installed on each side of the front and rear of the trailer
each accepting a minimum of 2 #6 AWG copper conductors. (xi) Controls:
The control panel shallcontain: (a) Control Power On/Off Switch: Shall
activate or deactivate the load bank control power. (b) Blower
Start/Stop Push Button: Shall initiate the blower motors' start and
stop circuit. The blower on lamp shall be an acknowledgment that the
blower motor logic has initiated blower starting. (c) Air Fail Lamp:
Shall indicate a loss of sufficient cooling air from any airflow
switch. (d) Overvoltage Lamp: Shall indicate that the load applied has
exceeded safe limits. (e) Over/Under-Frequency Lamp: Shall indicate
that the frequency applied to the load bank is outside safe limits. (f)
Motor Overload Lamp: Shall indicate that an overload condition exists
in any of the blower circuits. (g) KW/Resistive Load Step Toggle
Switches: A toggle switch shall be provided for each resistive load
step. (h) KVAR/Reactive Load Step Toggle Switches: A toggle switch
shall be provided for each reactive load step. (i) Emergency Stop Push
Button: A clearly marked switch shall be provided that will remove the
applied load and de-energize the blower motor circuits. (j) Fan
Rotation ABC/CBA Switch: Shall be provided that changes the phase
rotation of the blower circuit. A selector switch shall be provided for
selection of internal blower voltage power of 240 or 480 V. (xii) Load
Resistors: Shall have the following characteristics: (a) Accuracy:
Resistive elements power rating accuracy shall be 0-5%. The resistors
shall be placed directly in the air stream for cooling purposes,
compensating for the change in resistance with temperature to maintain
the required accuracy. The resistor element assemblies shall be
designed so that a cool down period is NOT required. (b) Ohmic Value.
The ohmic value of each phase of the 3-phase circuit for each load step
shall not exceed 2% difference from the average ohmic value of the 3
phases of the circuit. The resistors shall be securely supported.
(xiii) Reactive Elements: The load reactors shall have: (a) Iron Core
Inductors. A coil, insulated from the iron laminations and the frame of
the reactor. The coils shall be high potential tested at twice the
rated voltage plus 1,000 V to the mounting brackets. The mounting
brackets shall be grounded to the frame of the load bank. The iron core
inductors shall be coated with an insulating varnish. (b) Reactors:
Reactors 37.5 kVAR and larger shall be 3-phase iron core construction
with: open core and coil construction, 130_ C rise at rated voltage,
auto-reset 180_ C thermal switch installed in each winding, 220_ C,
U.L. recognized insulation system, 0.05 power factor, maximum 5%
waveform distortion. They shall have hipot testing performed at 2000 V
AC. Reactors greater than 37.5 kVAR shall have a comprehensive
suppression network. The contractor shall provide all commercial
manuals, drawings, schematics, parts lists, etc. for the equipment. The
following FAR clauses apply to this solicitation: 52.212-1,
Instructions to Offerors -- Commercial; 52.212.-2, Evaluation --
Commercial Items (Evaluation will be based on Technical, Price and past
performance); 52.212-3, Offeror Representations and Certifications
(Offerors shall submit a completed copy of the Representations and
certifications with their offers);- Commercial Items: 52.212-4,
Contract Terms and Conditions -- Commercial Items; and 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders -Commercial Items. The following FAR clauses are also
incorporated by reference; 52.222-26; 52-222-35; 52-222-36; 52.215-20;
and 52.249-1. The Offeror shall have an ISO9001 Certified Quality
System, provide a commercial warranty, and propose a product
demonstration prior to delivery. The Government will award a contract
resulting from this solicitation to the responsible Offeror whose offer
conforming to the solicitation will be most advantageous to the
Government. The following factors shall be used to evaluate offers: a)
Technical Capability of the item offered to meet the Government's
requirements; b) Past Performance; and c) Price; . Technical Capability
and Past Performance are equal and are more important than Price.
