synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This notice is being issued as a
Request for Quotes (RFQ) for the following: ITEM NO. 1 -- Data
Acquisition Software, in accordance with specification. Quantity: 1
each. ITEM NO. 2 -- Digitizer and Ultrasonic Pulser/Receiver, in
accordance with specification. Quantity: 1 each. ITEM NO. 3 -- ISA
Expansion Chassis, in accordance with specification. Quantity: 1 each.
ITEM NO. 4 -- 4-axis Motion Controller Card, in accordance with
specification. Quantity: 1 each. ITEM NO. 5 -- Portable Scanner, in
accordance with specification. Quantity: 1 each. ITEM NO. 6 -- 3-axis
Encoder Card, in accordance with specification. Quantity: 1 each. ITEM
NO. 7 -- Eddy Current Plug-in Card, in accordance with specification.
Quantity: 1 each. ITEM NO. 8 -- System Computer, Notebook Type, in
accordance with specification. Quantity: 1 each. ITEM NO. 9 -- Cable
Assemblies, in accordance with specification. Quantity: 1 each. ITEM
NO. 10 -- Training Course, providing instruction as a minimum in
accordance with the following requirements: (10a) The contractor shall
be responsible for training personnel on operational aspects of the
system, including, but not limited to, performing successful ultrasonic
and eddy-current C-scan (manual and motorized), understanding system
features and capabilities, using all hardware and software components,
and assembling and disassembling system to component level. (10b) The
contractor shall provide the Contracting Officer with a Training
Manual for the training course for review and approval. The Training
Manual should provide an operating statement, method of instruction,
classroom requirements, materials necessary, and a lesson plan
including topics tobe covered. Provide Manual (paper or electronic)
detailing above information. (10c) Training shall be conducted at KSC.
(10d) Training shall include hands-on operation so operators can
become familiar with the operation of the system. (10e) The contractor
shall provide materials and supplies needed by personnel attending the
training course, including copies of applicable manuals and handouts
for each attendee. (10f) The training course shall be classroom
instruction provided by a qualified and/or certified instructor, if
required. (10g) Training shall be provided to a minimum of 10 students.
(10h) Quantity: 1 lot. DELIVERY -- Items No. 1 through 9 are to be
delivered F.O.B. Destination to NASA, Kennedy Space Center, Florida, on
or before September 30, 1999. PERIOD OF PERFORMANCE -- The Period of
Performance for Item No. 10 shall be a minimum of two (2) days between
contract award and 4 weeks after acceptance of the equipment at KSC.
The actual performance dates shall be determined by the NASA technical
representative. This procurement is being conducted under the
Simplified Acquisition Procedures (SAP). The FAR provisions and clauses
in the RFQ are those in effect through FAC 97-12. The DPAS rating for
this procurement is DO A-7. If the end product(s) quoted is other than
domestic end product(s) as defined in the clause entitled "Buy
American Act-Supplies," the offeror shall so state and shall list the
country of origin. The SIC code and the small business size standard
for this procurement are 3826 and 500 employees, respectively. The
offeror shall state in their quotation their size status for this
procurement. This procurement is being conducted as a total small
business set-aside. All responsible business sources may submit a quote
that shall be considered by the agency. Selection and award will be
made on an aggregate basis to the lowest priced, technically acceptable
offeror. Technical acceptability will be determined by information
submitted by the offeror providing a description in sufficient detail
to show that the product quoted meets the Government's requirement.
Questions regarding this acquisition must be submitted in writing no
later than June 22, 1999, to Jacklyn L. Norman by fax at 407/867-1029
or by Internet e-mail to jacklyn.norman-1@ksc.nasa.gov. Quotations are
due by 12:00 Noon Eastern on June 28, 1999, to the address and
identified point of contact specified above. The offeror shall complete
FAR 52.212-3, Offeror Representations and Certifications -- Commercial
Items, (which may be obtained via the internet at URL:
http://nais.msfc.nasa.gov/EPS/KSC/date.html#RFQ10-99-0048) and submit
it as part of the quote. Offerors shall provide the information
required by FAR 52.212-1; FAR 52.212-4; and FAR 52.212-5. The following
identified clauses in FAR 52.212-5(b) are incorporated by reference:
52.222.21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, and
52.232-34. NFS 1852.227-86 Commercial Software -- Licensing (December
1987) is applicable. All FAR Clauses may be obtained via Internet at
http://procurement.nasa.gov/FAR/ . The offeror shall provide, operate,
and/or maintain information technology (IT) that is Year 2000
compliant, and shall demonstrate through documentation that IT to be
provided is Year 2000 compliant. The offeror shall also warrant in the
quote that IT to be provided is Year 2000 compliant. The offeror
should also provide a Commercial and Government Entity (CAGE) Code.

the offeror represents that, if it is subject to the reporting
requirements of 37 U.S.C. 4212(d) (i.e., the VETS-100 report required
by FAR clause 52.222-37, Employment Reports on Disabled Veterans and
Veterans of the Vietnam Era), it has submitted the most recent report
required by 37 U.S.C. 4212(d). Onsite KSC Final Inspection and
Acceptance of the supplies to be furnished will be accomplished at the
Government facilities. Onsite KSC Final Acceptance Testing is an
inspection process to see if the supplies meet the specifications.
These tests may require at least 30 days from the date of delivery at
destination. The supplies will not be accepted prior to successful
completion of these tests. The Onsite KSC Acceptance Testing is to be
performed by a NASA technical representative. The Contractor shall
provide a replacement for any supply that is rejected. The NASA
technical representative will coordinate with the Contractor to attempt
to resolve any discrepancies prior to rejection of any supplies. The
NASA Quality Representative's signature on the Test Traveler form
indicates the Government's final acceptance of the supply. Quotations
for the items(s) described above may be mailed or faxed to the
identified point of contact should include, solicitation number, FOB
Destination to this Center, proposed delivery schedule,
discount/payment terms, warranty duration, taxpayer identification
number (TIN), identification of any special commercial terms; and
should be signed by an authorized company representative. Offerors are
encouraged to use the Standard Form 1449, Solicitation/Contract/Order
for Commercial Items form found at URL:

It is the Offeror's responsibility to monitor this site for the release
of amendments (if any). Potential Offerors will be responsible for
downloading their own copy of this combination synopsis/solicitation
and amendments (if any). Hard copies may be obtained from the
identified point of contact; however, the closing date is as stated in
this combination synopsis/solicitation, inclusive of any amendments.
Facsimile Quotes are authorized; however, the Government shall not
assume responsibility for proper transmission. FACSIMILE QUOTES SHALL
BE FOLLOWED BY THE ORIGINALS IN THE MAIL. An ombudsman has been
