Pound,Contracting Officer, 740-788-5043 AFMETCAL DET 1 intends to
purchase ten (10) each Portable Instrument Controller Systems using
Simplified Acquisition Procedures IAW FAR parts 12 and13.Portable
Instrument Controller System. It shall be a high performance system
such that it may be used in a portable measurement station. This
system, when properly programmed shall have the ability to perform
automatic data acquisition, mathematical and graphical data analysis,
data display of results, print data results, data storage of results
and transfer of data via modem and ethernet network interfacing. This
system shall improve and expand the U.S. Air Forces capability to
measure voltage parameters. The purchase description and the RFQ list
the Air Force minimum (but, not limited to) functional requirements
which are to be satisfied. This Controller System shall have the
ability to control Turn-Key measurements of voltage devices as required
by a portable measurement station. Turn-Key measurements represents the
ability of the Controller System, after configuration setup and
programming, to make a non-stop voltage measurement or measurement
sequence of voltage references at a single value without the need for
manual intervention. This process will result in a Turn-Key measurement
result. A Turn-Key measurement result will be displayed on a LCD type
monitoring device and will be storable and transferable to standard
internal memory/storage devices such as RAM, hard disc, floppy disc and
remotely via modem and ethernet network interfacing. All equipment
necessary to make this a Turn-Key Controller System must be provided by
the contractor. This Controller System shall be compatible and capable
of being programmed to control electronic equipment such as a Keithley
181/182M nanovoltmeter and a Data Proof 160A/320A low thermal scanner
via the IEEE-488.2 format interface bus. Rack Mounting: A rack is
required for this system, the system shall be provided with all
necessary hardware and accessories to enable maximum allowable rack
mounting of its components in a standard 19 inch rack, including rack
flanges and handles. It is preferred that the rack mounting hardware
utilize a two-tier drawer/tray system, one for the controller and one
for the printer. Each component will be secured to the drawer/tray.
When in storage mode there will be a securable flip up front panel that
will conceal and hold the drawer(s)/tray(s) in place. When in
operational mode the drawer(s)/tray(s) may be pulled outward for easy
access to and operation of the controller and printer. This system
shall be delivered with the controller and printer mounted as stated.
Physical Requirement: The above hardware will be required to fit into
a standard 19-inch rack assembly. The total combination of the
controller, printer and rack mounting hardware shall fit into a space
confined to 6 inches in height by 16 inches in depth and the standard
19 inch rack width, when in transport or storage mode. FOB destination
pricing is desired. Delivery will be required 75 days after receipt of
order. All responsible sources may submit an offer which will be
considered. All solicitation requests must be submitted in writing.
Written requests can be faxed to 740-788-5157. Oral requests will not
be accepted. All quotes must submitted to this office no later than
4:00 PM (EDT) July 9, 1999. Special note to all prospective offerors:
