The US Army Tank-Automotive Armaments Command, Armaments Research Development and Engineering Center (TACOM-ARDEC), Picatinny Arsenal, New Jersey 07806-5000, intends to award sole source contracts to Foster-Miller, Inc. (FMI), Waltham, MA, for the Canister Launched Area Denial System (CLADS) payload and Bounding Non Lethal Munition (BNLM) and Intellitec, Inc., Deland, FL, for the Clads launcher rack and accessories. Both the FMI payloads and the Intellitec launcher effort are follow-on efforts to a Proof of Principal demonstration effort. The sole source is based on consideration that the efforts are predicated on proprietary designs and avoidance of duplication costs. The CLADS is a non lethal variant of the M139 Volcano system that provides a non-lethal capability to remotely deliver munitions and devices to stop, confuse, disorient or momentarily deter dismounted threats. The CLADS will be capable of being mounted upon and be operational from a High Mobility Multipurpose Wheeled Vehicle System (HMMWV), and/or HMMWV trailer, without modification to either vehicle. The CLADS will provide friendly forces the capability to deliver non- lethal munitions to deny personnel a selected area to a 20-60 meter range (threshold), 50-100 meter range (objective). The area denial sub-munitions which, when target actuated, will deploy rubber ball sting projectiles, which must be capable of delivering the non-lethal effect to a radius of 5 meters (threshold) and 10 meters (objective). The intended effect is to delay, deter and/or confuse targets within the effective radius of the sub munitions. The CLADS components will consist of the following: (a) Dispenser -- 20 Port Launcher Rack, Dispense Control Unit, Hand Control Unit, Cables (Launcher Rack & Power), HMMWV Mounting Kit and the associated shipping and storage containers and (b) Payload -- Volcano type canisters with non lethal munitions consisting of non-lethal rubber ball sting (non-chemical) sub-munitions and the associated shipping and storage containers. The BNLM is a hand-emplaced non-lethal munition, similar in configuration to the M16 anti-personnel mine, that will upon functioning dispense a non-lethal submunition. The three types of submunitions of interest are: non-lethal rubber ball sting (non-chemical), high voltage pulse sting net and personnel marker. It is anticipated that the required effort will consist of a six month Program Design and Risk Reduction (PD&RR) phase, a 12 month Engineering, Manufacturing and Development (EMD) phase and a 12 month initial production phase based on a quantity of 50 launchers and 5,000 munitions for CLADS and 2,000 BNLMs. These quantities will support the Army s First Unit Equipped fielding.
