Shaw, tshaw@pop200.gsfc.nasa.gov. NASA/GSFC is hereby soliciting
information from potential sources for the purposes of determining the
feasibility of accomodating five sets of the Magnetospheric Multiscale
Mission Study (MMS) on five spacecraft within the 7925 3 meter fairing.
The MMS mission consists of five identically spinning spacecraft acting
as a single probe, flying in a tetrahedral configuration with spacing
variable from less than 10km to several Re. The MMS study will be
conducted in accordance with the Statement of Work (SOW). Dependant
upon the results of the feasibility study, program approval, and
availability of funds, the effort may lead to a competitive procurement
for the mission planning, and architecture development for implementing
the MMS mission. In order to successfully meet the needs of the
NASA/GSFC in preparing this feasibility study, interested contractors
must have demonstrated experience and the ability to build multiple
spacecraft simultaneously since MMS is a 5 spacecraft constellation.
Previous experience in the fabrication, assembly, and testing of
multiple spacecraft builds and instrument integration is required to
adequately understand the requirements of the MMS mission. The
Government intends to award multiple contracts. NASA does not intend to
award a single contract for more than $150,000.00 in value. No
solicitation exists; therefore, do not request a copy of the
solicitation. If a solicitation is released it will be synopsized in
the CBD and on the NASA Acquisition Internet Service. It is the
potential offerors responsibility to monitor these cites for the
release of any solicitation or synopsis. Interested offerors/vendors
having the required specialized capabilities to meet the above
requirement should submit a capability statement of 10 pages or less
indicating the ability to perform all aspects of the effort described
herein. Include specific examples of past performance under another
contract for the same or similar services. Please advise if the
requirement is considered to be a commercial or commercial-type
product. A commercial item is defined in Internet "Note A". [INTERNET
ONLY (commercial product definition)] This synopsis is for information
and planning purposes and is not to be construed as a commitment by
the Government nor will the Government pay for information solicited.
Respondents will not be notified of the results of the evaluation.
Respondents deemed fully qualified will be considered in any resultant
solicitation for the requirement. The Government reserves the right to
consider a small business or 8(a) set-aside based on responses hereto.
All responses shall be submitted to Suzanne Shaw, Code 215, GSFC,
Building 11, Room S215C, Greenbelt, MD 20771 by no later than 4:00 P.M.
on June 29, 1999. In responding reference SS-10572-229. Any referenced
