architect-engineer firm to develop and implement a new West Bank
Integrated Water Resources Management Plan for the USAID Water
Resources Phase III. Also included in this Project will be support for
planning, engineering and construction management of wastewater and
solid waste treatment for the Municipality of Hebron, village planning
and infrastructure support, and municipal planning and training
support. The ultimate goal of this project will be to integrate USAID=s
previous support to the water sector in the West Bank and leave behind
the tools that will enable the Palestinian Water Authority to
effectively manage and utilize all of the area=s limited water
resources. The USAID Water Resources Project III (Phase III) is
targeted to begin in late 1999, subject to approvals and funding
availability. The Water Resources Phase III program is intended to
build on the USAID Phase I and Phase II Water Resources Programs for
the West Bank and bring the management of the area=s scarce and limited
water resources into an integrated management program. This scope of
work reflects USAID=s strategy in the water resources sector for the
West Bank and Gaza: AGreater access to and more effective use of scarce
water resources@. In accomplishing this strategy the Mission is
addressing the critical shortage and inefficient use of water in the
West Bank by working with Palestinian institutions to promote
sustainable interventions to develop new water supplies and encourage
better utilization of existing supplies. These interventions are
intended to increase the water supply, improve the management of water
resources, and encourage policies that lead to full cost-recovery and
long-term sustainability, while at the same time, protecting the
environment. The Water Resources Project (Phase I), implemented between
July 1996 and July 1999, provided the initial studies, model
development, integrated plans and well and water infrastructure
development. The prime contractor for implementing this work was CDM.
Results are well documented in a series of Task reports and are
available as reference material for the Phase III project. Water
Resources II (Phase II) will extend the Phase I work, updating the
Water Resources Master Plan, the model work and extend the well and
water supply infrastructure. The prime contractor for implementing this
phase of the work is CH2M Hill; work began in early 1999. To request a
