Robert T. Smoot, 202-565-4181 Civil Engineering firm to provide
professional services to prepare schematic and design development
documents for the demolition of approximately 39 buildings and
development of 15,000 gravesites for full casket interments and 1,500
columbarium niches for cremated remains on the land made available by
building demolition. Prime architect/engineer should have a
licensed/registered landscape architect and a historical preservation
specialist as members of the firm, or team, with experience in large
institutional campuses, recreational facilities, parks, or cemeteries.
Design efforts include, but are not limited to, site and utility
(surface and subsurface) surveys, boundary surveys, asbestos abatement,
demolition plans, earthwork plans, utility plans, and roadway
development plans. The project also includes committal service
shelters, signage, site furnishings, fencing, and landscape plantings.
The selected firm must have experience in site work, roadway, storm
drainage, site utilities, and building demolition. Emphasis will
additionally be placed on estimating capabilities and experience in
environmental abatement planning and permitting. The contract will
include a government option for construction documents preparation,
construction period services, and site visits. Applicants must have an
established working office within a 100-mile radius of the VA National
Cemetery Leavenworth, Kansas, and be licensed in the State of Kansas.
No firm will be considered unless an application consisting of a
completed SF 255 and other evidence of experience and capabilities the
applicant considers relevant is received by the VA A/E Evaluation &
Program Support Team (181A) within 30 days of the date of this
advertisement. A current SF 254, representing and differentiating
between the personnel, experience and capabilities of all involved
offices, must be included with the application together with current SF
254s for each proposed consultant's office involved. Applicants will be
rated based on the relevant experience of both the firm(s) and assigned
individuals, the applicant's capacity to do the work, record of past
performance on VA work, geographic consideration, and participation of
minority-owned and women-owned consultants, and demonstrated success
in prescribing the use of recovered materials and achieving waste
reduction and energy efficiency in facility design. Award of contract
is dependent upon the availability of funds. This is not a request for
a proposal. If subcontracting opportunities exist and the submitting
firm is not a small business, the small, small disadvantaged and
women-owned business subcontracting goals will be 40% (SB), 7% (SDB),
5% (WOB) respectively of the amount of work consulted out. Note: the
