C -- EXPAND AMBULATORY CARE SOL 653-18-99 DUE 072799 POC Brian Thomas (541) 440-1331 The VA Roseburg Healthcare System, Roseburg OR is soliciting for the services of an Architect Engineer (A/E) firm to include but not limited to preparation of construction drawings and specifications, as-built drawings, construction cost estimates, proposed construction schedules and provide necessary construction period services for the project titled "Expand Ambulatory Care" Project Number 653-317. The project includes the construction of an addition to the existing Ambulatory Care Wing of Building 1 to house an additional two primary care teams. The government estimates the square footage for this facility to be approximately 16,000 gross square feet. The construction drawings will be based upon the existing Schematic Study of this area prepared for the Department of Veterans Affairs. The A/E design shall be in accordance with current VA design criteria and specifications. The A/E firm will also prepare and maintain bidder list and bidding documents. The A/E selection criteria shall include the following elements (a) through (m) (not necessarily listed in order of importance or merit): (a) Proposed management plan; (b) Previous experience; (c) Professional qualifications; (d) Facilities location; (e) Proposed design approach; (f) Cost control; (g) Schedule control; (h) Estimating effectiveness; (i) Describe your experience and capabilities in the following areas: value engineering, Life Cycle Analysis, critical path method, fast-track- construction, energy conservation, new energy resources, environmental assessment, specialized experience, computer aided design and drafting and other computer applications; (j) Describe awards received for design excellence, describe circumstances and outcomes of any litigation you have been involved in over the last five years, and indicate type and amount of liability insurance you carry. Estimated construction cost is $1,000,000 -- $5,000,000. The successful A/E firm must establish a field office within commuting distance of said VA Medical Center. This is not a request for proposal. All firms meeting or exceeding the stated requirements described in this announcement may respond by submitting three (3) copies of Standard Form (SF) 254 and SF 255 to the issuing office of this procurement on or before close of business July 27,1999.
