The design contractor shall provide a complete design package, including specifications, construction drawings, cost estimates, and site layout/staking for a 60,000-100,000 per day peak flow membrane filter sewage treatment plant with a pressure drainfield and sewage collection lines. The existing plant processes a peak demand of 33,000 gallons per day and must remain in operation to serve continuing demand during the construction phase. The design and construction protocol must provide for continuity of reliable operations. The design contractor shall coordinate design with the Washington State Department of Ecology, U.S. Environmental Protection Agency, Grays Harbor County, and other appropriate regulatory agencies, with respect to the collection, treatment, and effluent disposal facilities, to ensure their concurrence with a design that can be fully licensed, and which meets standards set for the National Pollution Discharge Elimination Systems (NPDES) permit or State Waste Discharge Permit.
