POTENTIAL SOURCES SOUGHT PURPOSE: The Navy seeks to identify
responsible sources and obtain information in regard to privatization
of utility systems in accordance with 10 USC 2688, "Utility Systems:
Conveyance Authority." Naval Facilities Engineering Field Activity
Midwest is seeking interest and information specifically for the
privatization of the Water and Wastewater (Sewage) utilities system
located at Naval Surface Warfare Center, Crane, Indiana. The resulting
privatization will include assumption of ownership, operation, and
maintenance, and obligation to continue the service for an indefinite
and ongoing period. OBJECTIVE: Should privatization result, the
ownership of the entire utility plant and/or distribution system,
including all operating responsibility shall transfer to a regional or
municipal utility or to a private company. All responsibility for
maintaining reliable service, including such items as environmental
compliance, maintenance costs, major system renovations, construction,
equipment, manpower, and overhead costs shall become the utility
provider's responsibility. It is intended that privatization will
reduce the Navy's life cycle costs. SYSTEM DESCRIPTION: The following
is provided only to give an approximation of the size and general
description of the system. Any numbers may only be estimates for this
purpose. "The potable water system at Crane consists of a 2.16 mgd
surface water treatment plant, storage, booster stations, and
distribution. The water distribution system has over 151 miles of
pipeline, which ranges from 8-inches to 12-inches in diameter. Six high
service pumps draw from a 100,000 and 400,000 gallon clearwells and
pump to six 100,000 gallon elevated tanks and pressurize the
distribution system. The water treatment plant consists of four plants:
Plants #3 and #4 built around 1941, Plant #2 built in 1945, and Plant
#1 built in 1953. All four plants can be operated separately or in
combination, however, the operation of Plants #1 and #2 are normally
sufficient. Raw water is drawn from Lake Greenwood, an 800-acre
man-made lake located within a protected watershed, and pumped through
10-inch PVC line. Each plant basically has the same treatment process.
The raw water enters step/tray aerator followed by chemical addition
(prechlorination, alum, caustic soda and polymer),
accelerator/precipitation, rapid sand filtration, and fluoridation. The
average demand is around 0.63 mgd with the maximum daily demand
measured as high as 1.16 mgd. A portion of the treatment plant and some
of the high service pumps are capable of receiving stand-by power. The
wastewater (sewage) system at Crane consists of a collection and
pumping system and a 1.2-mgd Class D domestic/industrial wastewater
treatment plant. The wastewater collection system is comprised mostly
of vitreous clay pipelines ranging from 6 18 inches in diameter and 55
lift stations of various types. The treatment plant was originally
constructed around 1941 and recently modified in 1995. The average flow
is around 0.59 mgd with the maximum daily flow measured as high as 2.02
mgd. The wastewater treatment plant consists of an aerated grit
chamber, equalization basin, two parallel screening units, 10 rotating
biological contactors (RBC's, normally not used), four parallel
aeration basins, flash mixing tank with lime and polymer addition
(chemicals normally not used). Two parallel circular secondary
clarifiers, four parallel dual media filters, gas chlorination with a
contact chamber, metabisulfate dechlorination, post aeration, sludge
thickening, aerobic digestion, and sludge land application."
PROCEDURES: This Request for Interest (RFI) is one required component
of a complete and systematic process to evaluate interested parties
under the Department of the Navy's utilities privatization program. In
order to minimize costs both to potentially interested parties and the
government, this notice is being issued to determine the interest and
feasibility of proceeding with a formal request for proposals. Should
insufficient credible interest be identified for a privatization
action, it is highly likely that no formal solicitation will be issued.
SHOULD INTEREST BE DETERMINED SUFFICIENT, A FORMAL REQUEST FOR
PROPOSALS MAY BE FORTHCOMING. Interested parties should provide a
statement of interest on company letterhead (not to exceed 20 pages in
length) to Commanding Officer; Engineering Field Activity Midwest;
Attn: Jim Renfrow, Bldg. 1A; 201 Decatur Avenue; Great Lakes
60088-5600. The statement shall include as a minimum the following
criteria: (1) capability and experience in the ownership, operation,
and maintenance of similar systems; (2) financial capacity to purchase,
expand, and operate a utility system; (3) a statement showing its
understanding of an obligation to provide continuous utility service;
(4) understanding of any applicable state or local utility law or
franchise requirements, and capability of complying with such
requirements; (5) understanding of the federal, state, and local
environmental laws and regulations and its familiarity and experience
with environmental compliance procedures and regulation for the state
of Indiana and US Environmental Protection Agency, Region Five.
Elaborate proposals or pricing information neither required nor
desired. Any innovative and new conceptual ideas to achieve stated
objectives are encouraged. No solicitation document exists for this
request for "Sources Sought". This notice is for informational purposes
only; it is not a request for proposals nor should it be construed as
a commitment by the Government. The Government will not pay for any
effort expended in responding to the sources sought announcement.
Responses must be submitted not later than 3:00 P.M. Central Time,
August 3, 1999. It should be noted that individual RFI's for different
utility systems may be issued in the same time frame. A separate
