As Fiscal Agent, the contractor shall perform financial and program advisory functions including, but not limited to, assisting SBA in evaluating the 504 program, obtaining Department of Treasury approval of the terms and conditions of the debenture sales, and monitoring the financial markets. The contractor will also advise SBA of factors that will minimize the cost of selling debentures. The contractor shall perform the function of Selling Agent for the Certified Development Company's (CDC) participating in the program. Duties include, but are not limited to, recommending underwriters for SBA's approval, coordinating the sales process with the underwriters and their counsel, monitoring the underwriters, making presentations to SBA, CDC's and investors and monitoring and evaluating the trustee. It is anticipated that the solicitation will be issued on or after July 12, 1999. The closing date for receipt of the proposal will be on or after August 12, 1999.
