20585 R -- APPLY LESSONS LEARNED CONCERNING WORKFORCE RESTRUCTURING AT THE
OAK RIDGE DOE COMPLEX POC Ron Barnes, 202-426-0097 The Department of
Energy intends to negotiate a fixed-price contract with only one
source, the Harvard School of Public Health (HSPH), under authority of
41 U.S.C. 253(c)(1) only one responsible source. HSPH will continue
the study to apply lessons about various strategies to deal with
employee and organizational problems at the Oak Ridge site to the
larger DOE weapons-complex community. The Oak Ridge site presents a
unique opportunity to refine a proactive strategy for managing the DOE
restructuring process in its most complex form-a change to a
management and integration contract that: 1) aims to support a largely
subcontracted and flexible workforce; 2) manages cleanup missions by
organizing the work according to time and skill requirements of
specific projects; 3) includes a transition management plan beyond the
mandates of layoffs to include an aging work force and a less than
robust local economy. HSPH will identify levers for successful employee
transitions following changes in organizational structures, jobs and
work; and will provide a baseline and follow-up information to assist
